Empathy is not enough

A review of Against Empathy by Paul Bloom

The title Against Empathy is clearly intentionally provocative, to the point of being obnoxious: How can you be against empathy? But the book really does largely hew toward the conclusion that empathy, far from being an unalloyed good as we may imagine it to be, is overall harmful and detrimental to society.

Bloom defines empathy narrowly, but sensibly, as the capacity to feel other people’s emotions automatically—to feel hurt when you see someone hurt, afraid when you see someone afraid. He argues surprisingly well that this capacity isn’t really such a great thing after all, because it often makes us help small numbers of people who are like us rather than large numbers of people who are different from us.

But something about the book rubs me the wrong way all throughout, and I think I finally put my finger on it:

If empathy is bad… compared to what?

Compared to some theoretical ideal of perfect compassion where we love all sentient beings in the universe equally and act only according to maxims that would yield the greatest benefit for all, okay, maybe empathy is bad.

But that is an impossible ideal. No human being has ever approached it. Even our greatest humanitarians are not like that.

Indeed, one thing has clearly characterized the very best human beings, and that is empathy. Every one of them has been highly empathetic.

The case for empathy gets even stronger if you consider the other extreme: What are human beings like when they lack empathy? Why, those people are psychopaths, and they are responsible for the majority of violent crimes and nearly all the most terrible atrocities.

Empirically, if you look at humans as we actually are, it really seems like this function is monotonic: More empathy makes people behave better. Less empathy makes them behave worse.

Yet Bloom does have a point, nevertheless.

There are real-world cases where empathy seems to have done more harm than good.

I think his best examples come from analysis of charitable donations. Most people barely give anything to charity, which we might think of as a lack of empathy. But a lot of people do give to a great deal to charity—yet the charities they give to and the gifts they give are often woefully inefficient.

Let’s even set aside cases like the Salvation Army, where the charity is actively detrimental to society due to the distortions of ideology. The Salvation Army is in fact trying to do good—they’re just starting from a fundamentally evil outlook on the universe. (And if that sounds harsh to you? Take a look at what they say about people like me.)

No, let’s consider charities that are well-intentioned, and not blinded by fanatical ideology, who really are trying to work toward good things. Most of them are just… really bad at it.

The most cost-effective charities, like the ones GiveWell gives top ratings to, can save a life for about $3,000-5,000, or about $150 to $250 per QALY.

But a typical charity is far, far less efficient than that. It’s difficult to get good figures on it, but I think it would be generous to say that a typical charity is as efficient as the standard cost-effectiveness threshold used in US healthcare, which is $50,000 per QALY. That’s already two hundred times less efficient.

And many charities appear to be even below that, where their marginal dollars don’t really seem to have any appreciable benefit in terms of QALY. Maybe $1 million per QALY—spend enough, and they’d get a QALY eventually.

Other times, people give gifts to good charities, but the gifts they give are useless—the Red Cross is frequently inundated with clothing and toys that it has absolutely no use for. (Please, please, I implore you: Give them money. They can buy what they need. And they know what they need a lot better than you do.)

Why do people give to charities that don’t really seem to accomplish anything? Because they see ads that tug on their heartstrings, or get solicited donations directly by people on the street or door-to-door canvassers. In other words, empathy.

Why do people give clothing and toys to the Red Cross after a disaster, instead of just writing a check or sending a credit card payment? Because they can see those crying faces in their minds, and they know that if they were a crying child, they’d want a toy to comfort them, not some boring, useless check. In other words, empathy.

Empathy is what you’re feeling when you see those Sarah McLachlan ads with sad puppies in them, designed to make you want to give money to the ASPCA.

Now, I’m not saying you shouldn’t give to the ASPCA. Actually animal welfare advocacy is one of those issues where cost-effectiveness is really hard to assess—like political donations, and for much the same reason. If we actually managed to tilt policy so that factory farming were banned, the direct impact on billions of animals spared that suffering—while indubitably enormous—might actually be less important, morally, than the impact on public health and climate change from people eating less meat. I don’t know what multiplier to apply to a cow’s suffering to convert her QALY into mine. But I do know that the world currently eats far too much meat, and it’s cooking the planet along with the cows. Meat accounts for 60% of food-related greenhouse gases, and 35% of all greenhouse gases.

But I am saying that if you give to the ASPCA, it should be because you support their advocacy against factory farming—not because you saw pictures of very sad puppies.

And empathy, unfortunately, doesn’t really work that way.

When you get right down to it, what Paul Bloom is really opposing is scope neglect, which is something I’ve written about before.

We just aren’t capable of genuinely feeling the pain of a million people, or a thousand, or probably even a hundred. (Maybe we can do a hundred; that’s under our Dunbar number, after all.) So when confronted with global problems that affect millions of people, our empathy system just kind of overloads and shuts down.

ERROR: OVERFLOW IN EMPATHY SYSTEM. ABORT, RETRY, IGNORE?

But when confronted with one suffering person—or five, or ten, or twenty—we can actually feel empathy for them. We can look at their crying face and we may share their tears.

Charities know this; that’s why Sarah McLachlan does those ASPCA ads. And if that makes people donate to good causes, that’s a good thing. (If it makes them donate to the Salvation Army, that’s a different story.)

The problem is, it really doesn’t tell us what causes are best to donate to. Almost any cause is going to alleviate some suffering of someone, somewhere; but there’s an enormous difference between $250 per QALY, $50,000per QALY, and $1 million per QALY. Your $50 donation would add either two and a half months, eight hours, or just over 26 minutes of joy to someone else’s life, respectively. (In the latter case, it may literally be better—morally—for you to go out to lunch or buy a video game.)

To really know the best places to give to, you simply can’t rely on your feelings of empathy toward the victims. You need to do research—you need to do math. (Or someone does, anyway; you can also trust GiveWell to do it for you.)

Paul Bloom is right about this. Empathy doesn’t solve this problem. Empathy is not enough.

But where I think he loses me is in suggesting that we don’t need empathy at all—that we could somehow simply dispense with it. His offer is to replace it with an even-handed, universal-minded utilitarian compassion, a caring for all beings in the universe that values all their interests evenly.

That sounds awfully appealing—other than the fact that it’s obviously impossible.

Maybe it’s something we can all aspire to. Maybe it’s something we as a civilization can someday change ourselves to become capable of feeling, in some distant transhuman future. Maybe even, sometimes, at our very best moments, we can even approximate it.

But as a realistic guide for how most people should live their lives? It’s a non-starter.

In the real world, people with little or no empathy are terrible. They don’t replace it with compassion; they replace it with selfishness, greed, and impulsivity.

Indeed, in the real world, empathy and compassion seem to go hand-in-hand: The greatest humanitarians do seem like they better approximate that universal caring (though of course they never truly achieve it). But they are also invariably people of extremely high empathy.

And so, Dr. Bloom, I offer you a new title, perhaps not as catchy or striking—perhaps it would even have sold fewer books. But I think it captures the correct part of your thesis much better:

Empathy is not enough.

How much should we give of ourselves?

This is a question I’ve written about before, but it’s a very important one—perhaps the most important question I deal with on this blog—so today I’d like to come back to it from a slightly different angle.

Suppose you could sacrifice all the happiness in the rest of your life, making your own existence barely worth living, in exchange for saving the lives of 100 people you will never meet.

  1. Would it be good for you do so?
  2. Should you do so?
  3. Are you a bad person if you don’t?
  4. Are all of the above really the same question?

Think carefully about your answer. It may be tempting to say “yes”. It feels righteous to say “yes”.

But in fact this is not hypothetical. It is the actual situation you are in.

This GiveWell article is entitled “Why is it so expensive to save a life?” but that’s incredibly weird, because the actual figure they give is astonishingly, mind-bogglingly, frankly disgustingly cheap: It costs about $4500 to save one human life. I don’t know how you can possibly find that expensive. I don’t understand how anyone can think, “Saving this person’s life might max out a credit card or two; boy, that sure seems expensive!

The standard for healthcare policy in the US is that something is worth doing if it is able to save one quality-adjusted life year for less than $50,000. That’s one year for ten times as much. Even accounting for the shorter lifespans and worse lives in poor countries, saving someone from a poor country for $4500 is at least one hundred times as cost-effective as that.

To put it another way, if you are a typical middle-class person in the First World, with an after-tax income of about $25,000 per year, and you were to donate 90% of that after-tax income to high-impact charities, you could be expected to save 5 lives every year. Over the course of a 30-year career, that’s 150 lives saved.

You would of course be utterly miserable for those 30 years, having given away all the money you could possibly have used for any kind of entertainment or enjoyment, not to mention living in the cheapest possible housing—maybe even a tent in a homeless camp—and eating the cheapest possible food. But you could do it, and you would in fact be expected to save over 100 lives by doing so.

So let me ask you again:

  1. Would it be good for you do so?
  2. Should you do so?
  3. Are you a bad person if you don’t?
  4. Are all of the above really the same question?

Peter Singer often writes as though the answer to all these questions is “yes”. But even he doesn’t actually live that way. He gives a great deal to charity, mind you; no one seems to know exactly how much, but estimates range from at least 10% to up to 50% of his income. My general impression is that he gives about 10% of his ordinary income and more like 50% of big prizes he receives (which are in fact quite numerous). Over the course of his life he has certainly donated at least a couple million dollars. Yet he clearly could give more than he does: He lives a comfortable, upper-middle-class life.

Peter Singer’s original argument for his view, from his essay “Famine, Affluence, and Morality”, is actually astonishingly weak. It involves imagining a scenario where a child is drowning in a lake and you could go save them, but only at the cost of ruining your expensive suit.

Obviously, you should save the child. We all agree on that. You are in fact a terrible person if you wouldn’t save the child.

But Singer tries to generalize this into a principle that requires us to donate all most of our income to international charities, and that just doesn’t follow.

First of all, that suit is not worth $4500. Not if you’re a middle-class person. That’s a damn Armani. No one who isn’t a millionaire wears suits like that.

Second, in the imagined scenario, you’re the only one who can help the kid. All I have to do is change that one thing and already the answer is different: If right next to you there is a trained, certified lifeguard, they should save the kid, not you. And if there are a hundred other people at the lake, and none of them is saving the kid… probably there’s a good reason for that? (It could be bystander effect, but actually that’s much weaker than a lot of people think.) The responsibility doesn’t uniquely fall upon you.

Third, the drowning child is a one-off, emergency scenario that almost certainly will never happen to you, and if it does ever happen, will almost certainly only happen once. But donation is something you could always do, and you could do over and over and over again, until you have depleted all your savings and run up massive debts.

Fourth, in the hypothetical scenario, there is only one child. What if there were ten—or a hundred—or a thousand? What if you couldn’t possibly save them all by yourself? Should you keep going out there and saving children until you become exhausted and you yourself drown? Even if there is a lifeguard and a hundred other bystanders right there doing nothing?

And finally, in the drowning child scenario, you are right there. This isn’t some faceless stranger thousands of miles away. You can actually see that child in front of you. Peter Singer thinks that doesn’t matter—actually his central point seems to be that it doesn’t matter. But I think it does.

Singer writes:

It makes no moral difference whether the person I can help is a neighbor’s child ten yards away from me or a Bengali whose name I shall never know, ten thousand miles away.

That’s clearly wrong, isn’t it? Relationships mean nothing? Community means nothing? There is no moral value whatsoever to helping people close to us rather than random strangers on the other side of the planet?

One answer might be to say that the answer to question 4 is “no”. You aren’t a bad person for not doing everything you should, and even though something would be good if you did it, that doesn’t necessarily mean you should do it.

Perhaps some things are above and beyond the call of duty: Good, perhaps even heroic, if you’re willing to do them, but not something we are all obliged to do. The formal term for this is supererogatory. While I think that overall utilitarianism is basically correct and has done great things for human society, one thing I think most utilitarians miss is that they seem to deny that supererogatory actions exist.

Even then, I’m not entirely sure it is good to be this altruistic.

Someone who really believed that we owe as much to random strangers as we do to our friends and family would never show up to any birthday parties, because any time spent at a birthday party would be more efficiently spent earning-to-give to some high-impact charity. They would never visit their family on Christmas, because plane tickets are expensive and airplanes burn a lot of carbon.

They also wouldn’t concern themselves with whether their job is satisfying or even not totally miserable; they would only care whether the total positive impact they can have on the world is positive, either directly through their work or by raising as much money as possible and donating it all to charity.

They would rest only the minimum amount they require to remain functional, eat only the barest minimum of nutritious food, and otherwise work, work, work, constantly, all the time. If their body was capable of doing the work, they would continue doing the work. For there is not a moment to waste when lives are on the line!

A world full of people like that would be horrible. We would all live our entire lives in miserable drudgery trying to maximize the amount we can donate to faceless strangers on the other side of the planet. There would be no joy or friendship in that world, only endless, endless toil.

When I bring this up in the Effective Altruism community, I’ve heard people try to argue otherwise, basically saying that we would never need everyone to devote themselves to the cause at this level, because we’d soon solve all the big problems and be able to go back to enjoying our lives. I think that’s probably true—but it also kind of misses the point.

Yes, if everyone gave their fair share, that fair share wouldn’t have to be terribly large. But we know for a fact that most people are not giving their fair share. So what now? What should we actually do? Do you really want to live in a world where the morally best people are miserable all the time sacrificing themselves at the altar of altruism?

Yes, clearly, most people don’t do enough. In fact, most people give basically nothing to high-impact charities. We should be trying to fix that. But if I am already giving far more than my fair share, far more than I would have to give if everyone else were pitching in as they should—isn’t there some point at which I’m allowed to stop? Do I have to give everything I can or else I’m a monster?

The conclusion that we ought to make ourselves utterly miserable in order to save distant strangers feels deeply unsettling. It feels even worse if we say that we ought to do so, and worse still if we feel we are bad people if we don’t.

One solution would be to say that we owe absolutely nothing to these distant strangers. Yet that clearly goes too far in the opposite direction. There are so many problems in this world that could be fixed if more people cared just a little bit about strangers on the other side of the planet. Poverty, hunger, war, climate change… if everyone in the world (or really even just everyone in power) cared even 1% as much about random strangers as they do about themselves, all these would be solved.

Should you donate to charity? Yes! You absolutely should. Please, I beseech you, give some reasonable amount to charity—perhaps 5% of your income, or if you can’t manage that, maybe 1%.

Should you make changes in your life to make the world better? Yes! Small ones. Eat less meat. Take public transit instead of driving. Recycle. Vote.

But I can’t ask you to give 90% of your income and spend your entire life trying to optimize your positive impact. Even if it worked, it would be utter madness, and the world would be terrible if all the good people tried to do that.

I feel quite strongly that this is the right approach: Give something. Your fair share, or perhaps even a bit more, because you know not everyone will.

Yet it’s surprisingly hard to come up with a moral theory on which this is the right answer.

It’s much easier to develop a theory on which we owe absolutely nothing: egoism, or any deontology on which charity is not an obligation. And of course Singer-style utilitarianism says that we owe virtually everything: As long as QALYs can be purchased cheaper by GiveWell than by spending on yourself, you should continue donating to GiveWell.

I think part of the problem is that we have developed all these moral theories as if we were isolated beings, who act in a world that is simply beyond our control. It’s much like the assumption of perfect competition in economics: I am but one producer among thousands, so whatever I do won’t affect the price.

But what we really needed was a moral theory that could work for a whole society. Something that would still make sense if everyone did it—or better yet, still make sense if half the people did it, or 10%, or 5%. The theory cannot depend upon the assumption that you are the only one following it. It cannot simply “hold constant” the rest of society.

I have come to realize that the Effective Altruism movement, while probably mostly good for the world as a whole, has actually been quite harmful to the mental health of many of its followers, including myself. It has made us feel guilty for not doing enough, pressured us to burn ourselves out working ever harder to save the world. Because we do not give our last dollar to charity, we are told that we are murderers.

But there are real murderers in this world. While you were beating yourself up over not donating enough, Vladmir Putin was continuing his invasion of Ukraine, ExxonMobil was expanding its offshore drilling, Daesh was carrying out hundreds of terrorist attacks, Qanon was deluding millions of people, and the human trafficking industry was making $150 billion per year.

In other words, by simply doing nothing you are considerably better than the real monsters responsible for most of the world’s horror.

In fact, those starving children in Africa that you’re sending money to help? They wouldn’t need it, were it not for centuries of colonial imperialism followed by a series of corrupt and/or incompetent governments ruled mainly by psychopaths.

Indeed the best way to save those people, in the long run, would be to fix their governments—as has been done in places like Namibia and Botswana. According to the World Development Indicators, the proportion of people living below the UN extreme poverty line (currently $2.15 per day at purchasing power parity) has fallen from 36% to 16% in Namibia since 2003, and from 42% to 15% in Botswana since 1984. Compare this to some countries that haven’t had good governments over that time: In Cote d’Ivoire the same poverty rate was 8% in 1985 but is 11% today (and was actually as high as 33% in 2015), while in Congo it remains at 35%. Then there are countries that are trying, but just started out so poor it’s a long way to go: Burkina Faso’s extreme poverty rate has fallen from 82% in 1994 to 30% today.

In other words, if you’re feeling bad about not giving enough, remember this: if everyone in the world were as good as you, you wouldn’t need to give a cent.

Of course, simply feeling good about yourself for not being a psychopath doesn’t accomplish very much either. Somehow we have to find a balance: Motivate people enough so that they do something, get them to do their share; but don’t pressure them to sacrifice themselves at the altar of altruism.

I think part of the problem here—and not just here—is that the people who most need to change are the ones least likely to listen. The kind of person who reads Peter Singer is already probably in the top 10% of most altruistic people, and really doesn’t need much more than a slight nudge to be doing their fair share. And meanwhile the really terrible people in the world have probably never picked up an ethics book in their lives, or if they have, they ignored everything it said.

I don’t quite know what to do about that. But I hope I can least convince you—and myself—to take some of the pressure off when it feels like we’re not doing enough.

Age, ambition, and social comparison

The day I turned 35 years old was one of the worst days of my life, as I wrote about at the time. I think the only times I have felt more depressed than that day were when my father died, when I was hospitalized by an allergic reaction to lamotrigine, and when I was rejected after interviewing for jobs at GiveWell and Wizards of the Coast.

This is notable because… nothing particularly bad happened to me on my 35th birthday. It was basically an ordinary day for me. I felt horrible simply because I was turning 35 and hadn’t accomplished so many of the things I thought I would have by that point in my life. I felt my dreams shattering as the clock ticked away what chance I thought I’d have at achieving my life’s ambitions.

I am slowly coming to realize just how pathological that attitude truly is. It was ingrained in me very deeply from the very youngest age, not least because I was such a gifted child.

While studying quantum physics in college, I was warned that great physicists do all their best work before they are 30 (some even said 25). Einstein himself said as much (so it must be true, right?). It turns out that was simply untrue. It may have been largely true in the 18th and 19th centuries, and seems to have seen some resurgence during the early years of quantum theory, but today the median age at which a Nobel laureate physicist did their prize-winning work is 48. Less than 20% of eminent scientists made their great discoveries before the age of 40.

Alexander Fleming was 47 when he discovered penicillin—just about average for an eminent scientist of today. Darwin was 22 when he set sail on the Beagle, but didn’t publish On the Origin of Species until he was 50. Andre-Marie Ampere started his work in electromagnetism in his forties.

In creative arts, age seems to be no barrier at all. Julia Child published her first cookbook at 50. Stan Lee sold his first successful Marvel comic at 40. Toni Morrison was 39 when she published her first novel, and 62 when she won her Nobel. Peter Mark Roget was 73 when he published his famous thesaurus. Tolkein didn’t publish The Hobbit until he was 45.

Alan Rickman didn’t start drama school until he was 26 and didn’t have a major Hollywood role until he was 42. Samuel L. Jackson is now the third-highest-grossing actor of all time (mostly because of the Avengers movies), but he didn’t have any major movie roles until his forties. Anna Moses didn’t start painting until she was 78.

We think of entrepreneurship as a young man’s game, but Ray Kroc didn’t buy McDonalds until he was 59. Harland Sanders didn’t franchise KFC until he was 62. Eric Yuan wasn’t a vice president until the age of 37 and didn’t become a billionaire until Zoom took off in 2019—he was 49. Sam Walton didn’t found Walmart until he was 44.

Great humanitarian achievements actually seem to be more likely later in life: Gandhi did not see India achieve independence until he was 78. Nelson Mandela was 76 when he became President of South Africa.

It has taken me far too long to realize this, and in fact I don’t think I have yet fully internalized it: Life is not a race. You do not “fall behind” when others achieve things younger than you did. In fact, most child prodigies grow up no more successful as adults than children who were merely gifted or even above-average. (There is another common belief that prodigies grow up miserable and stunted; that, fortunately, isn’t true either.)

Then there is queer timethe fact that, in a hostile heteronormative world, queer people often find ourselves growing up in a very different way than straight people—and crip timethe ways that coping with a disability changes your relationship with time and often forces you to manage your time in ways that others don’t. As someone who came out fairly young and is now married, queer time doesn’t seem to have affected me all that much. But I feel crip time very acutely: I have to very carefully manage when I go to bed and when I wake up, every single day, making sure I get not only enough sleep—much more sleep than most people get or most employers respect—but also that it aligns properly with my circadian rhythm. Failure to do so risks triggering severe, agonizing pain. Factoring that in, I have lost at least a few years of my life to migraines and depression, and will probably lose several more in the future.

But more importantly, we all need to learn to stop measuring ourselves against other people’s timelines. There is no prize in life for being faster. And while there are prizes for particular accomplishments (Oscars, Nobels, and so on), much of what determines whether you win such prizes is entirely beyond your control. Even people who ultimately made eminent contributions to society didn’t know in advance that they were going to, and didn’t behave all that much differently from others who tried but failed.

I do not want to make this sound easy. It is incredibly hard. I believe that I personally am especially terrible at it. Our society seems to be optimized to make us compare ourselves to others in as many ways as possible as often as possible in as biased a manner as possible.

Capitalism has many important upsides, but one of its deepest flaws is that it makes our standard of living directly dependent on what is happening in the rest of a global market we can neither understand nor control. A subsistence farmer is subject to the whims of nature; but in a supermarket, you are subject to the whims of an entire global economy.

And there is reason to think that the harm of social comparison is getting worse rather than better. If some mad villain set out to devise a system that would maximize harmful social comparison and the emotional damage it causes, he would most likely create something resembling social media.

The villain might also tack on some TV news for good measure: Here are some random terrifying events, which we’ll make it sound like could hit you at any moment (even though their actual risk is declining); then our ‘good news’ will be a litany of amazing accomplishments, far beyond anything you could reasonably hope for, which have been achieved by a cherry-picked sample of unimaginably fortunate people you have never met (yet you somehow still form parasocial bonds with because we keep showing them to you). We will make a point not to talk about the actual problems in the world (such as inequality and climate change), certainly not in any way you might be able to constructively learn from; nor will we mention any actual good news which might be relevant to an ordinary person such as yourself (such as economic growth, improved health, or reduced poverty). We will focus entirely on rare, extreme events that by construction aren’t likely to ever happen to you and are not relevant to how you should live your life.

I do not have some simple formula I can give you that will make social comparison disappear. I do not know how to shake the decades of indoctrination into a societal milieu that prizes richer and faster over all other concepts of worth. But perhaps at least recognizing the problem will weaken its power over us.

Voting Your Dollars

It’s no secret that Americans don’t like to pay taxes. It’s almost a founding principle of our country, really, going all the way back to the Boston Tea Party. This is likely part of why the US has one of the lowest tax-to-GDP ratios in the First World; our taxes are barely half what they pay in Scandinavia. And this in turn surely contributes to our ongoing budget issues and our stingy social welfare spending. (Speaking of budget issues: As of this writing, the debt ceiling debacle is still unresolved.)

Why don’t Americans like to pay taxes? Why does no one really like to pay taxes (though some seem more willing than others)?

It surely has something to do with the fact that taxes are so coercive: You have to pay them, you get no choice. And you also have very little choice as to how that money is used; yes, you can vote for politicians who will in theory at some point enact budgets that might possibly reflect the priorities they expressed in their campaigns—but the actual budget invariably ends up quite far removed from the campaign promises you could vote based on.

What if we could give you more choice? We can’t let people choose how much to pay—then most people would choose to pay less and we’d be in even more trouble. (If you want to pay more than you’re required to, the IRS will actually let you right now. You can just refuse your refund.) But perhaps we could let people choose where the money goes?

I call this program Vote Your Dollars. I would initially limit it to a small fraction of the budget, tied to a tax increase: Say, raise taxes enough to increase revenue by 5% and use that 5% for the program.

Under Vote Your Dollars, on your tax return, you are given a survey, asking you how you want to divide up your additional money toward various categories. I think they should be fairly broad categories, such as ‘healthcare’, ‘social security’, ‘anti-poverty programs’, ‘defense’, ‘foreign aid’. If we make them too specific, it would be more work for the voters and also more likely to lead to foolish allocations. We want them to basically reflect a voter’s priorities, rather than ask them to make detailed economic management decisions. Most voters are not qualified to properly allocate a budget; the goal here is to get people to weight how much they care about different programs.

As only a small portion of the budget, Vote Your Dollars would initially have very little real fiscal impact. Money is fungible, so any funds that were expected to go somewhere else than where voters put them could easily be reallocated as needed. But I suspect that most voters would fail to appreciate this effect, and thus actually feel like they have more control than they really do. (If voters understood fungibility and inframarginal transfers, they’d never have supported food stamps over just giving poor people cash.)

Moreover, it would still provide useful information, namely: What happens when voters are given this power? Do they make decisions that seem to make sense and reflect their interests and beliefs? Does the resulting budget actually seem like one that could be viable? Could it even be better than what we currently have in some ways?

I suspect that the result would be better than most economists and political scientists imagine. There seems to be a general sense that voters are too foolish or apathetic to usefully participate in politics, which of course would raise the very big question: Why does democracy work?

I don’t think that most voters would choose a perfect budget; indeed, I already said I wouldn’t trust them with the fine details of how to allocate the funds. But I do think most people have at least some reasonable idea of how important they think healthcare is relative to defense, and it would be good to at least gather that information in a more direct way.

If it goes well and Vote Your Dollars seems to result in reasonable budgets even for that extra 5%, we could start expanding it to a larger portion of the overall budget. Try 10% for the next election, then 15% for the next. There should always be some part that remains outside direct voter control, because voters would almost certainly underspend on certain categories (such as administration and national debt payments) and likely overspend on others.

This would allow us to increase taxes—which we clearly must do, because we need to improve government services, but we don’t want to go further into debt—while giving voters more choice, and thus making taxes feel less coercive. Being forced to pay a certain amount each year might not sting as much if you get to say where a significant portion of that money goes.

To give voters even more control over their money, I think I would also include a provision whereby you can deduct the full amount of your charitable contributions to certain high-impact charities (we would need to come up with a good list, but clear examples include UNICEF, Oxfam, and GiveWell) from your tax payment. Currently, you deduct charitable contributions from your income, which means you don’t pay taxes on those donations; but you still end up with less money after donating than you did before. If we let you deduct the full amount, then you would have the same amount after donating, and effectively the government would pay the full cost of your donation. Presumably this would lead to people donating a great deal; this might hurt tax revenues, but its overall positive impact on the world would be so large that it is obviously worth it. By the time we have given enough to UNICEF to meaningfully impact the US federal budget, we have ended world hunger.

Of course, it’s very unlikely that anything like Vote Your Dollars would ever be implemented. There are already ways we could make paying taxes less painful that we haven’t done—such as sending you a bill, as they do in Denmark, rather than making you file a tax form. And we could already increase revenue with very little real cost by simply expanding the IRS and auditing rich people more. These simple, obvious reforms have been repeatedly obstructed by powerful lobbies, who personally benefit from the current system even though it’s obviously a bad system. I guess I can’t think of anyone in particular who would want to lobby against Vote Your Dollars, but I feel like Republicans might just because they want taxes to hurt as much as possible so that they have an excuse to cut spending.

But still, I thought I’d put the idea out there.

Charity shouldn’t end at home

It so happens that this week’s post will go live on Christmas Day. I always try to do some kind of holiday-themed post around this time of year, because not only Christmas, but a dozen other holidays from various religions all fall around this time of year. The winter solstice seems to be a very popular time for holidays, and has been since antiquity: The Romans were celebrating Saturnalia 2000 years ago. Most of our ‘Christmas’ traditions are actually derived from Yuletide.

These holidays certainly mean many different things to different people, but charity and generosity are themes that are very common across a lot of them. Gift-giving has been part of the season since at least Saturnalia and remains as vital as ever today. Most of those gifts are given to our friends and loved ones, but a substantial fraction of people also give to strangers in the form of charitable donations: November and December have the highest rates of donation to charity in the US and the UK, with about 35-40% of people donating during this season. (Of course this is complicated by the fact that December 31 is often the day with the most donations, probably from people trying to finish out their tax year with a larger deduction.)

My goal today is to make you one of those donors. There is a common saying, often attributed to the Bible but not actually present in it: “Charity begins at home”.

Perhaps this is so. There’s certainly something questionable about the Effective Altruism strategy of “earning to give” if it involves abusing and exploiting the people around you in order to make more money that you then donate to worthy causes. Certainly we should be kind and compassionate to those around us, and it makes sense for us to prioritize those close to us over strangers we have never met. But while charity may begin at home, it must not end at home.

There are so many global problems that could benefit from additional donations. While global poverty has been rapidly declining in the early 21st century, this is largely because of the efforts of donors and nonprofit organizations. Official Development Assitance has been roughly constant since the 1970s at 0.3% of GNI among First World countries—well below international targets set decades ago. Total development aid is around $160 billion per year, while private donations from the United States alone are over $480 billion. Moreover, 9% of the world’s population still lives in extreme poverty, and this rate has actually slightly increased the last few years due to COVID.

There are plenty of other worthy causes you could give to aside from poverty eradication, from issues that have been with us since the dawn of human civilization (the Humane Society International for domestic animal welfare, the World Wildlife Federation for wildlife conservation) to exotic fat-tail sci-fi risks that are only emerging in our own lifetimes (the Machine Intelligence Research Institute for AI safety, the International Federation of Biosafety Associations for biosecurity, the Union of Concerned Scientists for climate change and nuclear safety). You could fight poverty directly through organizations like UNICEF or GiveDirectly, fight neglected diseases through the Schistomoniasis Control Initiative or the Against Malaria Foundation, or entrust an organization like GiveWell to optimize your donations for you, sending them where they think they are needed most. You could give to political causes supporting civil liberties (the American Civil Liberties Union) or protecting the rights of people of color (the North American Association of Colored People) or LGBT people (the Human Rights Campaign).

I could spent a lot of time and effort trying to figure out the optimal way to divide up your donations and give them to causes such as this—and then convincing you that it’s really the right one. (And there is even a time and place for that, because seemingly-small differences can matter a lot in this.) But instead I think I’m just going to ask you to pick something. Give something to an international charity with a good track record.

I think we worry far too much about what is the best way to give—especially people in the Effective Altruism community, of which I’m sort of a marginal member—when the biggest thing the world really needs right now is just more people giving more. It’s true, there are lots of worthless or even counter-productive charities out there: Please, please do not give to the Salvation Army. (And think twice before donating to your own church; if you want to support your own community, okay, go ahead. But if you want to make the world better, there are much better places to put your money.)

But above all, give something. Or if you already give, give more. Most people don’t give at all, and most people who give don’t give enough.

How we measure efficiency affects our efficiency

Suppose we are trying to minimize carbon emissions, and we can afford one of the two following policies to improve fuel efficiency:

  1. Policy A will replace 10,000 cars that average 25 MPG with hybrid cars that average 100 MPG.
  2. Policy B will replace 5,000 diesel trucks that average 5 MPG with turbocharged, aerodynamic diesel trucks that average 10 MPG.

Assume that both cars and trucks last about 100,000 miles (in reality this of course depends on a lot of factors), and diesel and gas pollute about the same amount per gallon (this isn’t quite true, but it’s close). Which policy should we choose?

It seems obvious: Policy A, right? 10,000 vehicles, each increasing efficiency by 75 MPG or a factor of 4, instead of 5,000 vehicles, each increasing efficiency by only 5 MPG or a factor of 2.

And yet—in fact the correct answer is definitely policy B, because the use of MPG has distorted our perception of what constitutes efficiency. We should have been using the inverse: gallons per hundred miles.

  1. Policy A will replace 10,000 cars that average 4 GPHM with cars that average 1 GPHM.
  2. Policy B will replace 5,000 trucks that average 20 GPHM with trucks that average 10 GPHM.

This means that policy A will save (10,000)(100,000/100)(4-1) = 30 million gallons, while policy B will save (5,000)(100,000/100)(20-10) = 50 million gallons.

A gallon of gasoline produces about 9 kg of CO2 when burned. This means that by choosing the right policy here, we’ll have saved 450,000 tons of CO2—or by choosing the wrong one we would only have saved 270,000.

The simple choice of which efficiency measure to use when making our judgment—GPHM versus MPG—has had a profound effect on the real impact of our choices.

Let’s try applying the same reasoning to charities. Again suppose we can choose one of two policies.

  1. Policy C will move $10 million that currently goes to local community charities which can save one QALY for $1 million to medical-research charities that can save one QALY for $50,000.
  2. Policy D will move $10 million that currently goes to direct-transfer charities which can save one QALY for $1000 to anti-malaria net charities that can save one QALY for $800.

Policy C means moving funds from charities that are almost useless ($1 million per QALY!?) to charities that meet a basic notion of cost-effectiveness (most public health agencies in the First World have a standard threshold of about $50,000 or $100,000 per QALY).

Policy D means moving funds from charities that are already highly cost-effective to other charities that are only a bit more cost-effective. It almost seems pedantic to even concern ourselves with the difference between $1000 per QALY and $800 per QALY.

It’s the same $10 million either way. So, which policy should we pick?

If the lesson you took from the MPG example is that we should always be focused on increasing the efficiency of the least efficient, you’ll get the wrong answer. The correct answer is based on actually using the right measure of efficiency.

Here, it’s not dollars per QALY we should care about; it’s QALY per million dollars.

  1. Policy C will move $10 million from charities which get 1 QALY per million dollars to charities which get 20 QALY per million dollars.
  2. Policy D will move $10 million from charities which get 1000 QALY per million dollars to charities which get 1250 QALY per million dollars.

Multiply that out, and policy C will gain (10)(20-1) = 190 QALY, while policy D will gain (10)(1250-1000) = 2500 QALY. Assuming that “saving a life” means about 50 QALY, this is the difference between saving 4 lives and saving 50 lives.

My intuition actually failed me on this one; before I actually did the math, I had assumed that it would be far more important to move funds from utterly useless charities to ones that meet a basic standard. But it turns out that it’s actually far more important to make sure that the funds being targeted at the most efficient charities are really the most efficient—even apparently tiny differences matter a great deal.

Of course, if we can move that $10 million from the useless charities to the very best charities, that’s the best of all; it would save (10)(1250-1) = 12,490 QALY. This is nearly 250 lives.

In the fuel economy example, there’s no feasible way to upgrade a semitrailer to get 100 MPG. If we could, we totally should; but nobody has any idea how to do that. Even an electric semi probably won’t be that efficient, depending on how the grid produces electricity. (Obviously if the grid were all nuclear, wind, and solar, it would be; but very few places are like that.)

But when we’re talking about charities, this is just money; it is by definition fungible. So it is absolutely feasible in an economic sense to get all the money currently going towards nearly-useless charities like churches and museums and move that money directly toward high-impact charities like anti-malaria nets and vaccines.

Then again, it may not be feasible in a practical or political sense. Someone who currently donates to their local church may simply not be motivated by the same kind of cosmopolitan humanitarianism that motivates Effective Altruism. They may care more about supporting their local community, or be motivated by genuine religious devotion. This isn’t even inherently a bad thing; nobody is a cosmopolitan in everything they do, nor should we be—we have good reasons to care more about our own friends, family, and community than we do about random strangers in foreign countries thousands of miles away. (And while I’m fairly sure Jesus himself would have been an Effective Altruist if he’d been alive today, I’m well aware that most Christians aren’t—and this doesn’t make them “false Christians”.) There might be some broader social or cultural change that could make this happen—but it’s not something any particular person can expect to accomplish.

Whereas, getting people who are already Effective Altruists giving to efficient charities to give to a slightly more efficient charity is relatively easy: Indeed, it’s basically the whole purpose for which GiveWell exists. And there are analysts working at GiveWell right now whose job it is to figure out exactly which charities yield the most QALY per dollar and publish that information. One person doing that job even slightly better can save hundreds or even thousands of lives.

Indeed, I’m seriously considering applying to be one myself—it sounds both more pleasant and more important than anything I’d be likely to get in academia.

Tithing makes quite a lot of sense

Christmas is coming soon, and it is a season of giving: Not only gifts to those we love, but also to charities that help people around the world. It’s a theme of some of our most classic Christmas stories, like A Christmas Carol. (I do have to admit: Scrooge really isn’t wrong for not wanting to give to some random charity without any chance to evaluate it. But I also get the impression he wasn’t giving a lot to evaluated charities either.) And people do really give more around this time of year: Charitable donation rates peak in November and December (though that may also have something to do with tax deductions).

Where should we give? This is not an easy question, but it’s one that we now have tools to answer: There are various independent charity evaluation agencies, like GiveWell and Charity Navigator, which can at least provide some idea of which charities are most cost-effective.

How much should we give? This question is a good deal harder.

Perhaps a perfect being would determine their own precise marginal utility of wealth, and the marginal utility of spending on every possible charity, and give of your wealth to the best possible charity up until those two marginal utilities are equal. Since $1 to UNICEF or the Against Malaria Foundation saves about 0.02 QALY, and (unless you’re a billionaire) you don’t have enough money to meaningfully affect the budget of UNICEF, you’d probably need to give until you are yourself at the UN poverty level of $1.90 per day.

I don’t know of anyone who does this. Even Peter Singer, who writes books that essentially tell us to do this, doesn’t do this. I’m not sure it’s humanly possible to do this. Indeed, I’m not even so sure that a perfect being would do it, since it would require destroying their own life and their own future potential.

How about we all give 10%? In other words, how about we tithe? Yes, it sounds arbitrary—because it is. It could just as well have been 8% or 11%. Perhaps one-tenth feels natural to a base-10 culture made of 10-fingered beings, and if we used a base-12 numeral system we’d think in terms of giving one-twelfth instead. But 10% feels reasonable to a lot of people, it has a lot of cultural support behind it already, and it has become a Schelling point for coordination on this otherwise intractable problem. We need to draw the line somewhere, and it might as well be there.

As Slate Star Codex put it:

It’s ten percent because that’s the standard decreed by Giving What We Can and the effective altruist community. Why should we believe their standard? I think we should believe it because if we reject it in favor of “No, you are a bad person unless you give all of it,” then everyone will just sit around feeling very guilty and doing nothing. But if we very clearly say “You have discharged your moral duty if you give ten percent or more,” then many people will give ten percent or more. The most important thing is having a Schelling point, and ten percent is nice, round, divinely ordained, and – crucially – the Schelling point upon which we have already settled. It is an active Schelling point. If you give ten percent, you can have your name on a nice list and get access to a secret forum on the Giving What We Can site which is actually pretty boring.

It’s ten percent because definitions were made for Man, not Man for definitions, and if we define “good person” in a way such that everyone is sitting around miserable because they can’t reach an unobtainable standard, we are stupid definition-makers. If we are smart definition-makers, we will define it in whichever way which makes it the most effective tool to convince people to give at least that much.

I think it would be also reasonable to adjust this proportion according to your household income. If you are extremely poor, give a token amount: Perhaps 1% or 2%. (As it stands, most poor people already give more than this, and most rich people give less.) If you are somewhat below the median household income, give a bit less: Perhaps 6% or 8%. (I currently give 8%; I plan to increase to 10% once I get a higher-paying job after graduation.) If you are somewhat above, give a bit more: Perhaps 12% or 15%. If you are spectacularly rich, maybe you should give as much as 25%.

Is 10% enough? Well, actually, if everyone gave, even 1% would probably be enough. The total GDP of the First World is about $40 trillion; 1% of that is $400 billion per year, which is more than enough to end world hunger. But since we know that not everyone will give, we need to adjust our standard upward so that those who do give will give enough. (There’s actually an optimization problem here which is basically equivalent to finding a monopoly’s profit-maximizing price.) And just ending world hunger probably isn’t enough; there is plenty of disease to cure, education to improve, research to do, and ecology to protect. If say a third of First World people give 10%, that would be about $1.3 trillion, which would be enough money to at least make a huge difference in all those areas.

You can decide for yourself where you think you should draw the line. But 10% is a pretty good benchmark, and above all—please, give something. If you give anything, you are probably already above average. A large proportion of people give nothing at all. (Only 24% of US tax returns include a charitable deduction—though, to be fair, a lot of us donate but don’t itemize deductions. Even once you account for that, only about 60% of US households give to charity in any given year.)

Pascal’s Mugging

In the Singularitarian community there is a paradox known as “Pascal’s Mugging”. The name is an intentional reference to Pascal’s Wager (and the link is quite apt, for reasons I’ll discuss in a later post.)

There are a few different versions of the argument; Yudkowsky’s original argument in which he came up with the name “Pascal’s Mugging” relies upon the concept of the universe as a simulation and an understanding of esoteric mathematical notation. So here is a more intuitive version:

A strange man in a dark hood comes up to you on the street. “Give me five dollars,” he says, “or I will destroy an entire planet filled with ten billion innocent people. I cannot prove to you that I have this power, but how much is an innocent life worth to you? Even if it is as little as $5,000, are you really willing to bet on ten trillion to one odds that I am lying?”

Do you give him the five dollars? I suspect that you do not. Indeed, I suspect that you’d be less likely to give him the five dollars than if he had merely said he was homeless and asked for five dollars to help pay for food. (Also, you may have objected that you value innocent lives, even faraway strangers you’ll never meet, at more than $5,000 each—but if that’s the case, you should probably be donating more, because the world’s best charities can save a live for about $3,000.)

But therein lies the paradox: Are you really willing to bet on ten trillion to one odds?

This argument gives me much the same feeling as the Ontological Argument; as Russell said of the latter, “it is much easier to be persuaded that ontological arguments are no good than it is to say exactly what is wrong with them.” It wasn’t until I read this post on GiveWell that I could really formulate the answer clearly enough to explain it.

The apparent force of Pascal’s Mugging comes from the idea of expected utility: Even if the probability of an event is very small, if it has a sufficiently great impact, the expected utility can still be large.

The problem with this argument is that extraordinary claims require extraordinary evidence. If a man held a gun to your head and said he’d shoot you if you didn’t give him five dollars, you’d give him five dollars. This is a plausible claim and he has provided ample evidence. If he were instead wearing a bomb vest (or even just really puffy clothing that could conceal a bomb vest), and he threatened to blow up a building unless you gave him five dollars, you’d probably do the same. This is less plausible (what kind of terrorist only demands five dollars?), but it’s not worth taking the chance.

But when he claims to have a Death Star parked in orbit of some distant planet, primed to make another Alderaan, you are right to be extremely skeptical. And if he claims to be a being from beyond our universe, primed to destroy so many lives that we couldn’t even write the number down with all the atoms in our universe (which was actually Yudkowsky’s original argument), to say that you are extremely skeptical seems a grievous understatement.

That GiveWell post provides a way to make this intuition mathematically precise in terms of Bayesian logic. If you have a normal prior with mean 0 and standard deviation 1, and you are presented with a likelihood with mean X and standard deviation X, what should you make your posterior distribution?

Normal priors are quite convenient; they conjugate nicely. The precision (inverse variance) of the posterior distribution is the sum of the two precisions, and the mean is a weighted average of the two means, weighted by their precision.

So the posterior variance is 1/(1 + 1/X^2).

The posterior mean is 1/(1+1/X^2)*(0) + (1/X^2)/(1+1/X^2)*(X) = X/(X^2+1).

That is, the mean of the posterior distribution is just barely higher than zero—and in fact, it is decreasing in X, if X > 1.

For those who don’t speak Bayesian: If someone says he’s going to have an effect of magnitude X, you should be less likely to believe him the larger that X is. And indeed this is precisely what our intuition said before: If he says he’s going to kill one person, believe him. If he says he’s going to destroy a planet, don’t believe him, unless he provides some really extraordinary evidence.

What sort of extraordinary evidence? To his credit, Yudkowsky imagined the sort of evidence that might actually be convincing:

If a poorly-dressed street person offers to save 10(10^100) lives (googolplex lives) for $5 using their Matrix Lord powers, and you claim to assign this scenario less than 10-(10^100) probability, then apparently you should continue to believe absolutely that their offer is bogus even after they snap their fingers and cause a giant silhouette of themselves to appear in the sky.

This post he called “Pascal’s Muggle”, after the term from the Harry Potter series, since some of the solutions that had been proposed for dealing with Pascal’s Mugging had resulted in a situation almost as absurd, in which the mugger could exhibit powers beyond our imagining and yet nevertheless we’d never have sufficient evidence to believe him.

So, let me go on record as saying this: Yes, if someone snaps his fingers and causes the sky to rip open and reveal a silhouette of himself, I’ll do whatever that person says. The odds are still higher that I’m dreaming or hallucinating than that this is really a being from beyond our universe, but if I’m dreaming, it makes no difference, and if someone can make me hallucinate that vividly he can probably cajole the money out of me in other ways. And there might be just enough chance that this could be real that I’m willing to give up that five bucks.

These seem like really strange thought experiments, because they are. But like many good thought experiments, they can provide us with some important insights. In this case, I think they are telling us something about the way human reasoning can fail when faced with impacts beyond our normal experience: We are in danger of both over-estimating and under-estimating their effects, because our brains aren’t equipped to deal with magnitudes and probabilities on that scale. This has made me realize something rather important about both Singularitarianism and religion, but I’ll save that for next week’s post.

What can we do to make the world a better place?

There are an awful lot of big problems in the world: war, poverty, oppression, disease, terrorism, crime… I could go on for awhile, but I think you get the idea. Solving or even mitigating these huge global problems could improve or even save the lives of millions of people.

But precisely because these problems are so big, they can also make us feel powerless. What can one person, or even a hundred people, do against problems on this scale?

The answer is quite simple: Do your share.

No one person can solve any of these problems—not even someone like Bill Gates, though he for one at least can have a significant impact on poverty and disease because he is so spectacularly mind-bogglingly rich; the Gates Foundation has a huge impact because it has as much wealth as the annual budget of the NIH.

But all of us together can have an enormous impact. This post today is about helping you see just how cheap and easy it would be to end world hunger and cure poverty-related diseases, if we simply got enough people to contribute.

The Against Malaria Foundation releases annual reports for all their regular donors. I recently got a report that my donations personally account for 1/100,000 of their total assets. That’s terrible. The global population is 7 billion people; in the First World alone it’s over 1 billion. I am the 0.01%, at least when it comes to donations to the Against Malaria Foundation.

I’ve given them only $850. Their total assets are only $80 million. They shouldn’t have $80 million—they should have $80 billion. So, please, if you do nothing else as a result of this post, go make a donation to the Against Malaria Foundation. I am entirely serious; if you think you might forget or change your mind, do it right now. Even a dollar would be worth it. If everyone in the First World gave $1, they would get 12 times as much as they currently have.

GiveWell is an excellent source for other places you should donate; they rate charities around the world for their cost-effectiveness in the only way worth doing: Lives saved per dollar donated. They don’t just naively look at what percentage goes to administrative costs; they look at how everything is being spent and how many children have their diseases cured.

Until the end of April, UNICEF is offering an astonishing five times matching funds—meaning that if you donate $10, a full $50 goes to UNICEF projects. I have really mixed feelings about donors that offer matching funds (So what you’re saying is, you won’t give if we don’t?), but when they are being offered, use them.

All those charities are focused on immediate poverty reduction; if you’re looking for somewhere to give that fights Existential Risk, I highly recommend the Union of Concerned Scientists—one of the few Existential Risk organizations that uses evidence-based projections and recognizes that nuclear weapons and climate change are the threats we need to worry about.

And let’s not be too anthropocentrist; there are a lot of other sentient beings on this planet, and Animal Charity Evaluator can help you find which charities will best improve the lives of other animals.

I’ve just listed a whole bunch of ways you can give money—and that probably is the best thing for you to give; your time is probably most efficiently used working in your own profession whatever that may be—but there are other ways you can contribute as well.

One simple but important change you can make, if you haven’t already, is to become vegetarian. Even aside from the horrific treatment of animals in industrial farming, you don’t have to believe that animals deserve rights to understand that meat is murder. Meat production is a larger contributor to global greenhouse gas emissions than transportation, so everyone becoming vegetarian would have a larger impact against climate change than taking literally every car and truck in the world off the road. Since the world population is less than 10 billion, meat is 18% of greenhouse emissions and the IPCC projects that climate change will kill between 10 and 100 million people over the next century, every 500 to 5000 new vegetarians saves a life.

You can move your money from a bank to a credit union, as even the worst credit unions are generally better than the best for-profit banks, and the worst for-profit banks are very, very bad. The actual transition can be fairly inconvenient, but a good credit union will provide you with all the same services, and most credit unions link their networks and have online banking, so for example I can still deposit and withdraw from my University of Michigan Credit Union account while in California.

Another thing you can do is reduce your consumption of sweatshop products in favor of products manufactured under fair labor standards. This is harder than it sounds; it can be very difficult to tell what a company’s true labor conditions are like, as the worst companies work very hard to hide them (now, if they worked half as hard to improve them… it reminds me of how many students seem willing to do twice as much work to cheat as they would to simply learn the material in the first place).

You should not simply stop buying products that say “Made in China”; in fact, this could be counterproductive. We want products to be made in China; we need products to be made in China. What we have to do is improve labor standards in China, so that products made in China are like products made in Japan or Korea—skilled workers with high-paying jobs in high-tech factories. Presumably it doesn’t bother you when something says “Made in Switzerland” or “Made in the UK”, because you know their labor standards are at least as high as our own; that’s where I’d like to get with “Made in China”.

The simplest way to do this is of course to buy Fair Trade products, particularly coffee and chocolate. But most products are not available Fair Trade (there are no Fair Trade computers, and only loose analogues for clothing and shoes).

Moreover, we must not let the perfect be the enemy of the good; companies that have done terrible things in the past may still be the best companies to support, because there are no alternatives that are any better. In order to incentivize improvement, we must buy from the least of all evils for awhile until the new competitive pressure makes non-evil corporations viable. With this in mind, the Fair Labor Association may not be wrong to endorse companies like Adidas and Apple, even though they surely have substantial room to improve. Similarly, few companies on the Ethisphere list are spotless, but they probably are genuinely better than their competitors. (Well, those that have competitors; Hasbro is on there. Name a well-known board game, and odds are it’s made by a Hasbro subsidiary: they own Parker Brothers, Milton Bradley, and Wizards of the Coast. Wikipedia has their own category, Hasbro subsidiaries. Maybe they’ve been trying to tell us something with all those versions of Monopoly?)

I’m not very happy with the current state of labor standards reporting (much less labor standards enforcement), so I don’t want to recommend any of these sources too highly. But if you are considering buying from one of three companies and only one of them is endorsed by the Fair Labor Association, it couldn’t hurt to buy from that one instead of the others.

Buying from ethical companies will generally be more expensive—but rarely prohibitively so, and this is part of how we use price signals to incentivize better behavior. For about a year, BP gasoline was clearly cheaper than other gasoline, because nobody wanted to buy from BP and they were forced to sell at a discount after the Deepwater Horizon disaster. Their profits tanked as a result. That’s the kind of outcome we want—preferably for a longer period of time.

I suppose you could also save money by buying cheaper products and then donate the difference, and in the short run this would actually be most cost-effective for global utility; but (1) nobody really does that; people who buy Fair Trade also tend to donate more, maybe just because they are more generous in general, and (2) in the long run what we actually want is more ethical businesses, not a system where businesses exploit everyone and then we rely upon private charity to compensate us for our exploitation. For similar reasons, philanthropy is a stopgap—and a much-needed one—but not a solution.

Of course, you can vote. And don’t just vote in the big name elections like President of the United States. Your personal impact may actually be larger from voting in legislatures and even local elections and ballot proposals. Certainly your probability of being a deciding vote is far larger, though this is compensated by the smaller effect of the resulting policies. Most US states have a website where you can look up any upcoming ballots you’ll be eligible to vote on, so you can plan out your decisions well in advance.

You may even want to consider running for office at the local level, though I realize this is a very large commitment. But most local officials run uncontested, which means there is no real democracy at work there at all.

Finally, you can contribute in some small way to making the world a better place simply by spreading the word, as I hope I’m doing right now.

Scope neglect and the question of optimal altruism

We’re now on Eastern Daylight Time because of this bizarre tradition of shifting our time zone forward for half of the year. It’s supposed to save energy, but a natural experiment in India suggests it actually increases energy demand. So why do we do it? Like every ridiculous tradition (have you ever tried to explain Groundhog Day to someone from another country?), we do it because we’ve always done it.
This week’s topic is scope neglect, one of the most pervasive—and pernicious—cognitive heuristics human beings face. Scope neglect raises a great many challenges not only practically but also theoretically—it raises what I call the question of optimal altruism.

The question is simple to ask yet remarkably challenging to answer: How much should we be willing to sacrifice in order to benefit others? If we think of this as a number, your solidarity coefficient (s), it is equal to the cost you are willing to pay divided by the benefit your action has for someone else: s B > C.

This is analogous to the biological concept relatedness (r), on which Hamilton’s Rule applies: r B > C. Solidarity is the psychological analogue; instead of valuing people based on their genetic similarity to you, you value them based on… well, that’s the problem.

I can easily place upper and lower bounds: The lower bound is zero: You should definitely be willing to sacrifice something to help other people—otherwise you are a psychopath. The upper bound is one: There’s no point in paying more cost than you produce in benefit, and in fact even paying the same cost to yourself as you yield in benefits for other people doesn’t make a lot of sense, because it means that your own self-interest is meaningless and the fact that you understand your own needs better than the needs of others is also irrelevant.

But beyond that, it gets a lot harder—and that may explain why we suffer scope neglect in the first place. Should it be 90%? 50%? 10%? 1%? How should it vary between friends versus family versus strangers? It’s really hard to say. And this inability to precisely decide how much other people should be worth to us may be part of why we suffer scope neglect.

Scope neglect is the fact that we are not willing to expend effort or money in direct proportion to the benefit it would have. When different groups were asked how much they would be willing to donate in order to save the lives of 2,000 birds, 20,000 birds, or 200,000 birds, the answers they gave were statistically indistinguishable—always about $80. But however much a bird’s life is worth to you, shouldn’t 200,000 birds be worth, well, 200,000 times as much? In fact, more than that, because the marginal utility of wealth is decreasing, but I see no reason to think that the marginal utility of birds decreases nearly as fast.

But therein lies the problem: Usually we can’t pay 200,000 times as much. I’d feel like a horrible person if I weren’t willing to expend at least $10 or an equivalent amount of effort in order to save a bird. To save 200,000 birds that means I’d owe $2 million—and I simply don’t have $2 million.

You can get similar results to the bird experiment if you use children—though, as one might hope, the absolute numbers are a bit bigger, usually more like $500 to $1000. (And this, it turns out, is actually about how much it actually costs to save a child’s life by a particularly efficient means, such as anti-malaria nets, de-worming, or direct cash transfer. So please, by all means, give $1000 to UNICEF or the Against Malaria Foundation. If you can’t give $1000, give $100; if you can’t give $100, give $10.) It doesn’t much matter whether you say that the project will save 500 children, 5,000 children, or 50,000 children—people still will give about $500 to $1000. But once again, if I’m willing to spend $1000 to save a child—and I definitely am—how much should I be willing to spend to end malaria, which kills 500,000 children a year? Apparently $500 million, which not only do I not have, I almost certainly will not make that much money cumulatively through my entire life. ($2 million, on the other hand, I almost certainly will make cumulatively—the median income of an economist is $90,000 per year, so if I work for at least 22 years with that as my average income I’ll have cumulatively made $2 million. My net wealth may never be that high—though if I get better positions, or I’m lucky enough or clever enough with the stock market it might—but my cumulative income almost certainly will. Indeed, the average gain in cumulative income from a college degree is about $1 million. Because it takes time—time is money—and loans carry interest, this gives it a net present value of about $300,000.)

But maybe scope neglect isn’t such a bad thing after all. There is a very serious problem with these sort of moral dilemmas: The question didn’t say I would single-handedly save 200,000 birds—and indeed, that notion seems quite ridiculous. If I knew that I could actually save 200,000 birds and I were the only one who could do it, dammit, I would try to come up with that $2 million. I might not succeed, but I really would try as hard as I could.

And if I could single-handedly end malaria, I hereby vow that I would do anything it took to achieve that. Short of mass murder, anything I could do couldn’t be a higher cost to the world than malaria itself. I have no idea how I’d come up with $500 million, but I’d certainly try. Bill Gates could easily come up with that $500 million—so he did. In fact he endowed the Gates Foundation with $28 billion, and they’ve spent $1.3 billion of that on fighting malaria, saving hundreds of thousands of lives.

With this in mind, what is scope neglect really about? I think it’s about coordination. It’s not that people don’t care more about 200,000 birds than they do about 2,000; and it’s certainly not that they don’t care more about 50,000 children than they do about 500. Rather, the problem is that people don’t know how many other people are likely to donate, or how expensive the total project is likely to be; and we don’t know how much we should be willing to pay to save the life of a bird or a child.

Hence, what we basically do is give up; since we can’t actually assess the marginal utility of our donation dollars, we fall back on our automatic emotional response. Our mind focuses itself on visualizing that single bird covered in oil, or that single child suffering from malaria. We then hope that the representative heuristic will guide us in how much to give. Or we follow social norms, and give as much as we think others would expect us to give.

While many in the effective altruism community take this to be a failing, they never actually say what we should do—they never give us a figure for how much money we should be willing to donate to save the life of a child. Instead they retreat to abstraction, saying that whatever it is we’re willing to give to save a child, we should be willing to give 50,000 times as much to save 50,000 children.

But it’s not that simple. A bigger project may attract more supporters; if the two occur in direct proportion, then constant donation is the optimal response. Since it’s probably not actually proportional, you likely should give somewhat more to causes that affect more people; but exactly how much more is an astonishingly difficult question. I really don’t blame people—or myself—for only giving a little bit more to causes with larger impact, because actually getting the right answer is so incredibly hard. This is why it’s so important that we have institutions like GiveWell and Charity Navigator which do the hard work to research the effectiveness of charities and tell us which ones we should give to.

Yet even if we can properly prioritize which charities to give to first, that still leaves the question of how much each of us should give. 1% of our income? 5%? 10%? 20%? 50%? Should we give so much that we throw ourselves into the same poverty we are trying to save others from?

In his earlier work Peter Singer seemed to think we should give so much that it throws us into poverty ourselves; he asked us to literally compare every single purchase and ask ourselves whether a year of lattes or a nicer car is worth a child’s life. Of course even he doesn’t live that way, and in his later books Singer seems to have realized this, and now recommends the far more modest standard that everyone give at least 1% of their income. (He himself gives about 33%, but he’s also very rich so he doesn’t feel it nearly as much.) I think he may have overcompensated; while if literally everyone gave at least 1% that would be more than enough to end world hunger and solve many other problems—world nominal GDP is over $70 trillion, so 1% of that is $700 billion a year—we know that this won’t happen. Some will give more, others less; most will give nothing at all. Hence I think those of us who give should give more than our share; hence I lean toward figures more like 5% or 10%.

But then, why not 50% or 90%? It is very difficult for me to argue on principle why we shouldn’t be expected to give that much. Because my income is such a small proportion of the total donations, the marginal utility of each dollar I give is basically constant—and quite high; if it takes about $1000 to save a child’s life on average, and each of these children will then live about 60 more years at about half the world average happiness, that’s about 30 QALY per $1000, or about 30 milliQALY per dollar. Even at my current level of income (incidentally about as much as I think the US basic income should be), I’m benefiting myself only about 150 microQALY per dollar—so my money is worth about 200 times as much to those children as it is to me.

So now we have to ask ourselves the really uncomfortable question: How much do I value those children, relative to myself? If I am at all honest, the value is not 1; I’m not prepared to die for someone I’ve never met 10,000 kilometers away in a nation I’ve never even visited, nor am I prepared to give away all my possessions and throw myself into the same starvation I am hoping to save them from. I value my closest friends and family approximately the same as myself, but I have to admit that I value random strangers considerably less.

Do I really value them at less than 1%, as these figures would seem to imply? I feel like a monster saying that, but maybe it really isn’t so terrible—after all, most economists seem to think that the optimal solidarity coefficient is in fact zero. Maybe we need to become more comfortable admitting that random strangers aren’t worth that much to us, simply so that we can coherently acknowledge that they aren’t worth nothing. Very few of us actually give away all our possessions, after all.

Then again, what do we mean by worth? I can say from direct experience that a single migraine causes me vastly more pain than learning about the death of 200,000 people in an earthquake in Southeast Asia. And while I gave about $100 to the relief efforts involved in that earthquake, I’ve spent considerably more on migraine treatments—thousands, once you include health insurance. But given the chance, would I be willing to suffer a migraine to prevent such an earthquake? Without hesitation. So the amount of pain we feel is not the same as the amount of money we pay, which is not the same as what we would be willing to sacrifice. I think the latter is more indicative of how much people’s lives are really worth to us—but then, what we pay is what has the most direct effect on the world.

It’s actually possible to justify not dying or selling all my possessions even if my solidarity coefficient is much higher—it just leads to some really questionable conclusions. Essentially the argument is this: I am an asset. I have what economists call “human capital”—my health, my intelligence, my education—that gives me the opportunity to affect the world in ways those children cannot. In my ideal imagined future (albeit improbable) in which I actually become President of the World Bank and have the authority to set global development policy, I myself could actually have a marginal impact of megaQALY—millions of person-years of better life. In the far more likely scenario in which I attain some mid-level research or advisory position, I could be one of thousands of people who together have that sort of impact—which still means my own marginal effect is on the order of kiloQALY. And clearly it’s true that if I died, or even if I sold all my possessions, these events would no longer be possible.

The problem with that reasoning is that it’s wildly implausible to say that everyone in the First World are in this same sort of position—Peter Singer can say that, and maybe I can say that, and indeed hundreds of development economists can say that—but at least 99.9% of the First World population are not development economists, nor are they physicists likely to invent cold fusion, nor biomedical engineers likely to cure HIV, nor aid workers who distribute anti-malaria nets and polio vaccines, nor politicians who set national policy, nor diplomats who influence international relations, nor authors whose bestselling books raise worldwide consciousness. Yet I am not comfortable saying that all the world’s teachers, secretaries, airline pilots and truck drivers should give away their possessions either. (Maybe all the world’s bankers and CEOs should—or at least most of them.)

Is it enough that our economy would collapse without teachers, secretaries, airline pilots and truck drivers? But this seems rather like the fact that if everyone in the world visited the same restaurant there wouldn’t be enough room. Surely we could do without any individual teacher, any individual truck driver? If everyone gave the same proportion of their income, 1% would be more than enough to end malaria and world hunger. But we know that everyone won’t give, and the job won’t get done if those of us who do give only 1%.

Moreover, it’s also clearly not the case that everything I spend money on makes me more likely to become a successful and influential development economist. Buying a suit and a car actually clearly does—it’s much easier to get good jobs that way. Even leisure can be justified to some extent, since human beings need leisure and there’s no sense burning myself out before I get anything done. But do I need both of my video game systems? Couldn’t I buy a bit less Coke Zero? What if I watched a 20-inch TV instead of a 40-inch one? I still have free time; could I get another job and donate that money? This is the sort of question Peter Singer tells us to ask ourselves, and it quickly leads to a painfully spartan existence in which most of our time is spent thinking about whether what we’re doing is advancing or damaging the cause of ending world hunger. But then the cost of that stress and cognitive effort must be included; but how do you optimize your own cognitive effort? You need to think about the cost of thinking about the cost of thinking… and on and on. This is why bounded rationality modeling is hard, even though it’s plainly essential to both cognitive science and computer science. (John Stuart Mill wrote an essay that resonates deeply with me about how the pressure to change the world drove him into depression, and how he learned to accept that he could still change the world even if he weren’t constantly pressuring himself to do so—and indeed he did. James Mill set out to create in his son, John Stuart Mill, the greatest philosopher in the history of the world—and I believe that he succeeded.)

Perhaps we should figure out what proportion of the world’s people are likely to give, and how much we need altogether, and then assign the amount we expect from each of them based on that? The more money you ask from each, the fewer people are likely to give. This creates an optimization problem akin to setting the price of a product under monopoly—monopolies maximize profits by carefully balancing the quantity sold with the price at which they sell, and perhaps a similar balance would allow us to maximize development aid. But wouldn’t it be better if we could simply increase the number of people who give, so that we don’t have to ask so much of those who are generous? That means tax-funded foreign aid is the way to go, because it ensures coordination. And indeed I do favor increasing foreign aid to about 1% of GDP—in the US it is currently about $50 billion, 0.3% of GDP, a little more than 1% of the Federal budget. (Most people who say we should “cut” foreign aid don’t realize how small it already is.) But foreign aid is coercive; wouldn’t it be better if people would give voluntarily?

I don’t have a simple answer. I don’t know how much other people’s lives ought to be worth to us, or what it means for our decisions once we assign that value. But I hope I’ve convinced you that this problem is an important one—and made you think a little more about scope neglect and why we have it.
