Working from home is the new normal—sort of

Among people with jobs that can be done remotely, a large majority did in fact switch to doing their jobs remotely: By the end of 2020, over 70% of Americans with jobs that could be done remotely were working from home—and most of them said they didn’t want to go back.

This is actually what a lot of employers expected to happen—just not quite like this. In 2014, a third of employers predicted that the majority of their workforce would be working remotely by 2020; given the timeframe there, it required a major shock to make that happen so fast, and yet a major shock was what we had.

Working from home has carried its own challenges, but overall productivity seems to be higher working remotely (that meeting really could have been an email!). This may actually explain why output per work hour actually rose rapidly in 2020 and fell in 2022.

The COVID pandemic now isn’t so much over as becoming permanent; COVID is now being treated as an endemic infection like influenza that we don’t expect to be able to eradicate in the foreseeable future.

And likewise, remote work seems to be here to stay—sort of.

First of all, we don’t seem to be giving up office work entirely. As of the first quarter 2022, almost as many firms have partially remote work as have fully remote work, and this seems to be trending upward. A lot of firms seem to be transitioning into a “hybrid” model where employees show up to work two or three days a week. This seems to be preferred by large majorities of both workers and firms.

There is a significant downside of this: It means that the hope that remote working might finally ease the upward pressure on housing prices in major cities is largely a false one. If we were transitioning to a fully remote system, then people could live wherever they want (or can afford) and there would be no reason to move to overpriced city centers. But if you have to show up to work even one day a week, that means you need to live close enough to the office to manage that commute.

Likewise, if workers never came to the office, you could sell the office building and convert it into more housing. But if they show up even once in awhile, you need a physical place for them to go. Some firms may shrink their office space (indeed, many have—and unlike this New York Times journalist, I have a really hard time feeling bad for landlords of office buildings); but they aren’t giving it up entirely. It’s possible that firms could start trading off—you get the building on Mondays, we get it on Tuesdays—but so far this seems to be rare, and it does raise a lot of legitimate logistical and security concerns. So our global problem of office buildings that are empty, wasted space most of the time is going to get worse, not better. Manhattan will still empty out every night; it just won’t fill up as much during the day. This is honestly a major drain on our entire civilization—building and maintaining all those structures that are only used at most 1/3 of 5/7 of the time, and soon, less—and we really should stop ignoring it. No wonder our real estate is so expensive, when half of it is only used 20% of the time!

Moreover, not everyone gets to work remotely. Your job must be something that can be done remotely—something that involves dealing with information, not physical objects. That includes a wide and ever-growing range of jobs, from artists and authors to engineers and software developers—but it doesn’t include everyone. It basically means what we call “white-collar” work.

Indeed, it is largely limited to the upper-middle class. The rich never really worked anyway, though sometimes they pretend to, convincing themselves that managing a stock portfolio (that would actually grow faster if they let it sit) constitutes “work”. And the working class? By and large, they didn’t get the chance to work remotely. While 73% of workers with salaries above $200,000 worked remotely in 2020, only 12% of workers with salaries under $25,000 did, and there is a smooth trend where, across the board, the more money you make, the more likely you have been able to work remotely.

This will only intensify the divide between white-collar and blue-collar workers. They already think we don’t do “real work”; now we don’t even go to work. And while blue-collar workers are constantly complaining about contempt from white-collar elites, I think the shoe is really on the other foot. I have met very few white-collar workers who express contempt for blue-collar workers—and I have met very few blue-collar workers who don’t express anger and resentment toward white-collar workers. I keep hearing blue-collar people say that we think that they are worthless and incompetent, when they are literally the only ones ever saying that. I can’t stop saying things that I never said.

The rich and powerful may look down on them, but they look down on everyone. (Maybe they look down on blue-collar workers more? I’m not even sure about that.) I think politicians sometimes express contempt for blue-collar workers, but I don’t think this reflects what most white-collar workers feel.

And the highly-educated may express some vague sense of pity or disappointment in people who didn’t get college degrees, and sometimes even anger (especially when they do things like vote for Donald Trump), but the really vitriolic hatred is clearly in the opposite direction (indeed, I have no better explanation for how otherwise-sane people could vote for Donald Trump). And I certainly wouldn’t say that everyone needs a college degree (though I became tempted to, when so many people without college degrees voted for Donald Trump).

This really isn’t us treating them with contempt: This is them having a really severe inferiority complex. And as information technology (that white-collar work created) gives us—but not them—the privilege of staying home, that is only going to get worse.

It’s not their fault: Our culture of meritocracy puts a little bit of inferiority complex in all of us. It tells us that success and failure are our own doing, and so billionaires deserve to have everything and the poor deserve to have nothing. And blue-collar workers have absolutely internalized these attitudes: Most of them believe that poor people choose to stay on welfare forever rather than get jobs (when welfare has time limits and work requirements, so this is simply not an option—and you would know this from the Wikipedia page on TANF).

I think that what they experience as “contempt by white-collar elites” is really the pain of living in an illusory meritocracy. They were told—and they came to believe—that working hard would bring success, and they have worked very hard, and watched other people be much more successful. They assume that the rich and powerful are white-collar workers, when really they are non-workers; they are people the world was handed to on a silver platter. (What, you think George W. Bush earned his admission to Yale?)

And thus, we can shout until we are blue in the face that plumbers, bricklayers and welders are the backbone of civilization—and they are, and I absolutely mean that; our civilization would, in an almost literal sense, collapse without them—but it won’t make any difference. They’ll still feel the pain of living in a society that gave them very little and tells them that people get what they deserve.

I don’t know what to say to such people, though. When your political attitudes are based on beliefs that are objectively false, that you could know are objectively false if you simply bothered to look them up… what exactly am I supposed to say to you? How can we have a useful political conversation when half the country doesn’t even believe in fact-checking?

Honestly I wish someone had explained to them that even the most ideal meritocratic capitalism wouldn’t reward hard work. Work is a cost, not a benefit, and the whole point of technological advancement is to allow us to accomplish more with less work. The ideal capitalism would reward talent—you would succeed by accomplishing things, regardless of how much effort you put into them. People would be rich mainly because they are brilliant, not because they are hard-working. The closest thing we have to ideal capitalism right now is probably professional sports. And no amount of effort could ever possibly make me into Steph Curry.

If that isn’t the world we want to live in, so be it; let’s do something else. I did nothing to earn either my high IQ or my chronic migraines, so it really does feel unfair that the former increases my income while the latter decreases it. But the labor theory of value has always been wrong; taking more sweat or more hours to do the same thing is worse, not better. The dignity of labor consists in its accomplishment, not its effort. Sisyphus is not happy, because his work is pointless.

Honestly at this point I think our best bet is just to replace all blue-collar work with automation, thus rendering it all moot. And then maybe we can all work remotely, just pushing code patches to the robots that do everything. (And no doubt this will prove my “contempt”: I want to replace you! No, I want to replace the grueling work that you have been forced to do to make a living. I want you—the human being—to be able to do something more fun with your life, even if that’s just watching television and hanging out with friends.)

We are in a golden age of corporate profits

Take a good look at this graph, from the Federal Reserve Economic Database:

The red line is corporate profits before tax. It is, unsurprisingly, the largest. The purple line is corporate profits after tax, with the standard adjustments for inventory depletion and capital costs. The green line is revenue from the federal corporate tax. The first thing you should notice is that the red and purple lines are near the highest they have ever been. Before-tax profits are over $2 trillion. After-tax profits are over $1.6 trillion.

Yet, corporate tax revenues are not the highest they have ever been. In 2006, they were over $400 billion; yet this year they don’t even reach $300 billion. The obvious reason for this is that we have been cutting corporate taxes. The more important reason is that corporations have gotten very good at avoiding whatever corporate taxes we charge.

On the books, we used to have a corporate tax rate of about 35%, which Trump just cut to 21%. But if you look at my dashed line, you can see that corporations haven’t actually paid more than 30% of their profits in taxes since 1970—and back then, the rate on the books was almost 50%.

Corporations have always avoided taxes. The effective tax rate—tax revenue divided by profits—is always much lower than the rate on the books. In 1951, the statutory tax rate was 50.75%; the effective rate was 47%. In 1970, the statutory rate was 49.2%; the effective rate was 31%. In 1993, the statutory rate was 35%; the effective rate was 26%. On average, corporations paid about 2/3 to 3/4 of what the statutory rate said.

You can even see how the effective rate trended steadily downward, much faster than the statutory rate. Corporations got better and better at finding and creating loopholes to let them avoid taxes. In 1950, the statutory rate was 38%—and sure enough, the effective rate was… 38%. Under Truman, corporations actually paid what they said they paid. Compare that to 1987, under Reagan, when the statutory rate was 40%—but the effective rate was only 26%.

Yet even with that downward trend, something happened under George W. Bush that widened the gap even further. While the statutory rate remained fixed at 35%, the effective rate plummeted from 26% in 2000 to 16% in 2002. The effective rate never again rose above 19%, and in 2009 it hit a minimum of just over 10%—less than one-third the statutory tax rate. It was trending upward, making it as “high” as 15%, until Trump’s tax cuts hit; in 2017 it was 13%, and it is projected to be even lower this year.

This is why it has always been disingenuous to compare our corporate tax rates with other countries and complain that they are too high. Our effective corporate tax rates have been in line with most other highly-developed countries for a long time now. The idea of “cutting rates and removing loopholes” sounds good in principle—but never actually seems to happen. George W. Bush’s “tax reforms” which were supposed to do this added so many loopholes that the effective tax rate plummeted.

I’m actually fairly ambivalent about corporate taxes in general. Their incidence really isn’t well-understood, though as Krugman has pointed out, so much of corporate profit is now monopoly rent that we can reasonably expect most of the incidence to fall on shareholders. What I’d really like to see happen is a repeal of the corporate tax combined with an increase in capital gains taxes. But we haven’t been increasing capital gains taxes; we’ve just been cutting corporate taxes.

The result has been a golden age for corporate profits. Make higher profits than ever before, and keep almost all of them without paying taxes! Nevermind that the deficit is exploding and our infrastructure is falling apart. America was founded in part on a hatred of taxes, so I guess we’re still carrying on that proud tradition.

The inherent atrocity of “border security”

By now you are probably aware of the fact that a new “zero tolerance” border security policy under the Trump administration has resulted in 2,000 children being forcibly separated from their parents by US government agents. If you weren’t, here are a variety of different sources all telling the same basic story of large-scale state violence and terror.

Make no mistake: This is an atrocity. The United Nations has explicitly condemned this human rights violation—to which Trump responded by making an unprecedented threat of withdrawing unilaterally from the UN Human Rights Council.

#ThisIsNotNormal, and Trump was everything we feared—everything we warned—he would be: Corrupt, incompetent, cruel, and authoritarian.

Yet Trump’s border policy differs mainly in degree, not kind, from existing US border policy. There is much more continuity here than most of us would like to admit.

The Trump administration has dramatically increased “interior removals”, the most obviously cruel acts, where ICE agents break into the houses of people living in the US and take them away. Don’t let the cold language fool you; this is literally people with guns breaking into your home and kidnapping members of your family. This is characteristic of totalitarian governments, not liberal democracies.

And yet, the Obama administration actually holds the record for most deportations (though only because they included “at-border deportations” which other administrations did not). A major policy change by George W. Bush started this whole process of detaining people at the border instead of releasing them and requiring them to return for later court dates.

I could keep going back; US border enforcement has gotten more and more aggressive as time goes on. US border security staffing has quintupled since just 1990. There was a time when the United States was a land of opportunity that welcomed “your tired, your poor, your huddled masses”; but that time is long past.

And this, in itself, is a human rights violation. Indeed, I am convinced that border security itself is inherently a human rights violation, always and everywhere; future generations will not praise us for being more restrained than Trump’s abject and intentional cruelty, but condemn us for acting under the same basic moral framework that justified it.

There is an imaginary line in the sand just a hundred miles south of where I sit now. On one side of the line, a typical family makes $66,000 per year. On the other side, a typical family makes only $20,000. On one side of the line, life expectancy is 81 years; on the other, 77. This means that over their lifetime, someone on this side of the line can expect to make over one million dollars more than they would if they had lived on the other side. Step across this line, get a million dollars; it sounds ridiculous, but it’s an empirical fact.

This would be bizarre enough by itself; but now consider that on that line there are fences, guard towers, and soldiers who will keep you from crossing it. If you have appropriate papers, you can cross; but if you don’t, they will arrest and detain you, potentially for months. This is not how we treat you if you are carrying contraband or have a criminal record. This is how we treat you if you don’t have a passport.

How can we possibly reconcile this with the principles of liberal democracy? Philosophers have tried, to be sure. Yet they invariably rely upon some notion that the people who want to cross our border are coming from another country where they were already granted basic human rights and democratic representation—which is almost never the case. People who come here from the UK or the Netherlands or generally have the proper visas. Even people who come here from China usually have visas—though China is by no means a liberal democracy. It’s people who come here from Haiti and Nicaragua who don’t—and these are some of the most corrupt and impoverished nations in the world.

As I said in an earlier post, I was not offended that Trump characterized countries like Haiti and Syria as “shitholes”. By any objective standard, that is accurate; these countries are terrible, terrible places to live. No, what offends me is that he thinks this gives us a right to turn these people away, as though the horrible conditions of their country somehow “rub off” on them and make them less worthy as human beings. On the contrary, we have a word for people who come from “shithole” countries seeking help, and that word is “refugee”.

Under international law, “refugee” has a very specific legal meaning, under which most immigrants do not qualify. But in a broader moral sense, almost every immigrant is a refugee. People don’t uproot themselves and travel thousands of miles on a whim. They are coming here because conditions in their home country are so bad that they simply cannot tolerate them anymore, and they come to us desperately seeking our help. They aren’t asking for handouts of free money—illegal immigrants are a net gain for our fiscal system, paying more in taxes than they receive in benefits. They are looking for jobs, and willing to accept much lower wages than the workers already here—because those wages are still dramatically higher than what they had where they came from.

Of course, that does potentially mean they are competing with local low-wage workers, doesn’t it? Yes—but not as much as you might think. There is only a very weak relationship between higher immigration and lower wages (some studies find none at all!), even at the largest plausible estimates, the gain in welfare for the immigrants is dramatically higher than the loss in welfare for the low-wage workers who are already here. It’s not even a question of valuing them equally; as long as you value an immigrant at least one tenth as much as a native-born citizen, the equation comes out favoring more immigration.

This is for two reasons: One, most native-born workers already are unwilling to do the jobs that most immigrants do, such as picking fruit and laying masonry; and two, increased spending by immigrants boosts the local economy enough to compensate for any job losses.

 

But even aside from the economic impacts, what is the moral case for border security?

I have heard many people argue that “It’s our home, we should be able to decide who lives here.” First of all, there are some major differences between letting someone live in your home and letting someone come into your country. I’m not saying we should allow immigrants to force themselves into people’s homes, only that we shouldn’t arrest them when they try cross the border.

But even if I were to accept the analogy, if someone were fleeing oppression by an authoritarian government and asked to live in my home, I would let them. I would help hide them from the government if they were trying to escape persecution. I would even be willing to house people simply trying to escape poverty, as long as it were part of a well-organized program designed to ensure that everyone actually gets helped and the burden on homeowners and renters was not too great. I wouldn’t simply let homeless people come live here, because that creates all sorts of coordination problems (I can only fit so many, and how do I prioritize which ones?); but I’d absolutely participate in a program that coordinates placement of homeless families in apartments provided by volunteers. (In fact, maybe I should try to petition for such a program, as Southern California has a huge homelessness rate due to our ridiculous housing prices.)

Many people seem to fear that immigrants will bring crime, but actually they reduce crime rates. It’s really kind of astonishing how much less crime immigrants commit than locals. My hypothesis is that immigrants are a self-selected sample; the kind of person willing to move thousands of miles isn’t the kind of person who commits a lot of crimes.
I understand wanting to keep out terrorists and drug smugglers, but there are already plenty of terrorists and drug smugglers here in the US; if we are unwilling to set up border security between California and Nevada, I don’t see why we should be setting it up between California and Baja California. But okay, fine, we can keep the customs agents who inspect your belongings when you cross the border. If someone doesn’t have proper documentation, we can even detain and interrogate them—for a few hours, not a few months. The goal should be to detect dangerous criminals and nothing else. Once we are confident that you have not committed any felonies, we should let you through—frankly, we should give you a green card. We should only be willing to detain someone at the border for the same reasons we would be willing to detain a citizen who already lives here—that is, probable cause for an actual crime. (And no, you don’t get to count “illegal border crossing” as a crime, because that’s begging the question. By the same logic I could justify detaining people for jaywalking.)

A lot of people argue that restricting immigration is necessary to “preserve local culture”; but I’m not even sure that this is a goal sufficiently important to justify arresting and detaining people, and in any case, that’s really not how culture works. Culture is not advanced by purism and stagnation, but by openness and cross-pollination. From anime to pizza, many of our most valued cultural traditions would not exist without interaction across cultural boundaries. Introducing more Spanish speakers into the US may make us start saying no problemo and vamonos, but it’s not going to destroy liberal democracy. If you value culture, you should value interactions across different societies.

Most importantly, think about what you are trying to justify. Even if we stop doing Trump’s most extreme acts of cruelty, we are still talking about using military force to stop people from crossing an imaginary line. ICE basically treats people the same way the SS did. “Papers, please” isn’t something we associate with free societies—it’s characteristic of totalitarianism. We are so accustomed to border security (or so ignorant of its details) that we don’t see it for the atrocity it so obviously is.

National borders function something very much like feudal privilege. We have our “birthright”, which grants us all sorts of benefits and special privileges—literally tripling our incomes and extending our lives. We did nothing to earn this privilege. If anything, we show ourselves to be less deserving (e.g. by committing more crimes). And we use the government to defend our privilege by force.

Are people born on the other side of the line less human? Are they less morally worthy? On what grounds do we point guns at them and lock them away for the “crime” of wanting to live here?

What Trump is doing right now is horrific. But it is not that much more horrific than what we were already doing. My hope is that this will finally open our eyes to the horrors that we had been participating in all along.

Caught between nepotism and credentialism

One of the more legitimate criticisms out there of we “urban elites” is our credentialismour tendency to decide a person’s value as an employee or even as a human being based solely upon their formal credentials. Randall Collins, an American sociologist, wrote a book called The Credential Society arguing that much of the class stratification in the United States is traceable to this credentialism—upper-middle-class White Anglo-Saxon Protestants go to the good high schools to get into the good colleges to get the good careers, and all along the way maintain subtle but significant barriers to keep everyone else out.

A related concern is that of credential inflation, where more and more people get a given credential (such as a high school diploma or a college degree), and it begins to lose value as a signal of status. It is often noted that a bachelor’s degree today “gets” you the same jobs that a high school diploma did two generations ago, and two generations hence you may need a master’s or even a PhD.

I consider this concern wildly overblown, however. First of all, they’re not actually the same jobs at all. Even our “menial” jobs of today require skills that most people didn’t have two generations ago—not simply those involving electronics and computers, but even quite basic literacy and numeracy. Yes, you could be a banker in the 1920s with a high school diploma, but plenty of bankers in the 1920s didn’t know algebra. What, you think they were arbitraging derivatives based on the Black-Scholes model?

The primary purpose of education should be to actually improve students’ abilities, not to signal their superior status. More people getting educated is good, not bad. If we really do need signals, we can devise better ones than making people pay tens of thousands of dollars in tuition and spending years taking classes. An expenditure of that magnitude should be accomplishing something, not just signaling. (And given the overwhelming positive correlation between a country’s educational attainment and its economic development, clearly education is actually accomplishing something.) Our higher educational standards have directly tied to higher technology and higher productivity. If indeed you need a PhD to be a janitor in 2050, it will be because in 2050 a “janitor” is actually the expert artificial intelligence engineer who commands an army of cleaning robots, not because credentials have “inflated”. Thinking that credentials “inflate” requires thinking that business managers must be very stupid, that they would exclude whole swaths of qualified candidates that they could pay less to do the same work. Only a complete moron would require a PhD to hire you for wielding a mop.

No, what concerns me is an over-emphasis on prestigious credentials over genuine competence. This is definitely a real issue in our society: Almost every US President went to an Ivy League university, yet several of them (George W. Bush, anyone?) clearly would not actually have been selected by such a university if their families had not been wealthy and well-connected. (Harvard’s application literally contains a question asking whether you are a “lineal or collateral descendant” of one of a handful of super-wealthy families.) Papers that contain errors so basic that I would probably get a failing grade as a grad student for them become internationally influential because they were written by famous economists with fancy degrees.

Ironically, it may be precisely because elite universities try not to give grades or special honors that so many of their students try so desperately to latch onto any bits of social status they can get their hands on. In this blog post, a former Yale law student comments on how, without grades or cum laude to define themselves, Yale students became fiercely competitive in the pettiest ways imaginable. Or it might just be a selection effect; to get into Yale you’ve probably got to be pretty competitive, so even if they don’t give out grades once you get there, you can take the student out of the honors track, but you can’t take the honors track out of the student.

But perhaps the biggest problem with credentialism is… I don’t see any viable alternatives!

We have to decide who is going to be hired for technical and professional positions somehow. It almost certainly can’t be everyone. And the most sensible way to do it would be to have a process people go through to get trained and evaluated on their skills in that profession—that is, a credential.

What else would we do? We could decide randomly, I suppose; well, good luck with that. Or we could try to pick people who don’t have qualifications (“anti-credentialism” I suppose), which would be systematically wrong. Or individual employers could hire individuals they know and trust on a personal level, which doesn’t seem quite so ridiculous—but we have a name for that too, and it’s nepotism.

Even anti-credentialism does exist, bafflingly enough. Many people voted for George W. Bush because they said he was “the kind of guy you can have a beer with”. That wasn’t true, of course; he was the spoiled child of a billionaire, a man who had never really worked a day in his life. But even if it had been true, so what? How is that a qualification to be the leader of the free world? And how many people voted for Trump precisely because he had no experience in government? This made sense to them somehow. (And, shockingly, he has no idea what he’s doing. Actually what is shocking is that he admits that.)

Nepotism of course happens all the time. In fact, nepotism is probably the default state for humans. The continual re-emergence of hereditary monarchy and feudalism around the world suggests that this is some sort of attractor state for human societies, that in the absence of strong institutional pressures toward some other system this is what people will generally settle into. And feudalism is nothing if not nepotistic; your position in life is almost entirely determined by your father’s position, and his father’s before that.

Formal credentials can put a stop to that. Of course, your ability to obtain the credential often depends upon your income and social status. But if you can get past those barriers and actually get the credential, you now have a way of pushing past at least some of the competitors who would have otherwise been hired on their family connections alone. The rise in college enrollments—and women actually now exceeding men in college enrollment rates—is one of the biggest reasons why the gender pay gap is rapidly closing among young workers. Nepotism and sexism that would otherwise have hired unqualified men is now overtaken by the superior credentials of qualified women.

Credentialism does still seem suboptimal… but from where I’m sitting, it seems like a second-best solution. We can’t actually observe people’s competence and ability directly, so we need credentials to provide an approximate measurement. We can certainly work to improve credentials—and for example, I am fiercely opposed to multiple-choice testing because it produces such meaningless credentials—but ultimately I don’t see any alternative to credentials.

Congratulations, you elected Donald Trump.

Instead of the candidate with decades of experience as Secretary of State, US Senator, and an internationally renowned philanthropist, you chose the first President in history to not have any experience whatsoever in government or the military.

Instead of the candidate with the most comprehensive, evidence-based plan for action against climate change (that is, the only candidate who supports nuclear energy), you elected the one who is planning to appoint a climate-change denier head of the EPA.

Perhaps to punish the candidate who carried out a longstanding custom of using private email servers because the public servers were so defective, you accepted the candidate who is being charged with not only mass fraud but also multiple counts of sexual assault.

Perhaps based on the Russian propaganda—not kidding, read the URL—saying that one candidate could trigger a Third World War, you chose the candidate who has no idea how international diplomacy works and wants to convert NATO into a mercantilist empire (and by the way has no apparent qualms about deploying nuclear weapons).

Because one candidate was “too close to Wall Street” in some vague ill-defined sense (oh my god, she gave speeches! And accepted donations!), you elected the other one who has already vowed to turn back the financial regulations that are currently protecting us from a repeat of the Great Recession.

Because you didn’t trust the candidate with one of the highest honest ratings ever recorded, you elected the one who is surrounded by hundreds of scandals and never even released his tax returns.
Even if you didn’t outright agree with it, you were willing to look past his promise to deport 11 million people and his long history of bigotry toward a wide variety of ethnic groups.
Even his Vice President, who seems like a great statesman simply by comparison, is one of the most fanatical right-wing Vice Presidents we’ve had in decades. He opposes not just abortion, but birth control. He supports—and has signed as governor—“religious freedom” bills designed to legalize discrimination against LGBT people.

Congratulations, America. You literally elected the candidate that was supported by Vladimir Putin, Kim Jong-un, the American Nazi Party, and the Klu Klux Klan. Now, reversed stupidity is not intelligence; being endorsed by someone horrible doesn’t necessarily mean you are horrible. But when this many horrible people endorse you, and start giving the same reasons, and those reasons are based on things you particularly have in common with those horrible people like bigotry and authoritarianism… yeah, I think it does say something about you.

Now, to be fair, much of the blame here goes to the Electoral College.

By current counts, Hillary Clinton won the popular vote by at least 500,000 votes. It is projected that she may even win by as much as 2 million. This will be the fourth time in US history that the Electoral College winner was definitely not the popular vote winner.

But even that is only possible because Hillary Clinton did not win the overwhelming landslide she deserved. The Electoral College should have been irrelevant, because she should have won at least 60% of every demographic in every state. Our whole nation should have declared together in one voice that we will not tolerate bigotry and authoritarianism. The fact that that didn’t happen is reason enough to be ashamed; even if Clinton will slightly win the popular vote that still says something truly terrible about our country.

Indeed, this is what it says:

We slightly preferred democracy over fascism.

We slightly preferred liberty over tyranny.

We slightly preferred justice over oppression.

We slightly preferred feminism over misogyny.

We slightly preferred equality over racism.

We slightly preferred reason over instinct.

We slightly preferred honesty over fraud.

We slightly preferred sustainability over ecological devastation.

We slightly preferred competence over incompetence.

We slightly preferred diplomacy over impulsiveness.

We slightly preferred humility over narcissism.

We were faced with the easiest choice ever given to us in any election, and just a narrow majority got the answer right—and then under the way our system works that wasn’t even enough.

I sincerely hope that Donald Trump is not as bad as I believe he is. The feeling of vindication at being able to tell so many right-wing family members “I told you so” pales in comparison to the fear and despair for the millions of people who will die from his belligerent war policy, his incompetent economic policy, and his insane (anti-)environmental policy. Even the working-class White people who voted for him will surely suffer greatly under his regime.

Yes, I sincerely hope that he is not as bad as we think he is, though I remember saying that George W. Bush was not as bad as we thought when he was elected—and he was. He was. His Iraq War killed hundreds of thousands of people based on lies. His economy policy triggered the worst economic collapse since the Great Depression. So now I have to ask: What if he is as bad as we think?

Fortunately, I do not believe that Trump will literally trigger a global nuclear war.

Then again, I didn’t believe he would win, either.

The only thing necessary for the triumph of evil is that good people refuse to do cost-benefit analysis

My title is based on a famous quote often attributed to Edmund Burke, but which we have no record of him actually saying:

The only thing necessary for the triumph of evil is that good men do nothing.

The closest he actually appears to have written is this:

When bad men combine, the good must associate; else they will fall one by one, an unpitied sacrifice in a contemptible struggle.

Burke’s intended message was about the need for cooperation and avoiding diffusion of responsibility; then his words were distorted into a duty to act against evil in general.

But my point today is going to be a little bit more specific: A great deal of real-world evils would be eliminated if good people were more willing to engage in cost-benefit analysis.

As discussed on Less Wrong awhile back, there is a common “moral” saying which comes from the Talmud (if not earlier; and of course it’s hardly unique to Judaism), which gives people a great warm and fuzzy glow whenever they say it:

Whoever saves a single life, it is as if he had saved the whole world.

Yet this is in fact the exact opposite of moral. It is a fundamental, insane perversion of morality. It amounts to saying that “saving a life” is just a binary activity, either done or not, and once you’ve done it once, congratulations, you’re off the hook for the other 7 billion. All those other lives mean literally nothing, once you’ve “done your duty”.

Indeed, it would seem to imply that you can be a mass murderer, as long as you save someone else somewhere along the line. If Mao Tse-tung at some point stopped someone from being run over by a car, it’s okay that his policies killed more people than the population of Greater Los Angeles.

Conversely, if anything you have ever done has resulted in someone’s death, you’re just as bad as Mao; in fact if you haven’t also saved someone somewhere along the line and he has, you’re worse.

Maybe this is how you get otherwise-intelligent people saying such insanely ridiculous things as George W. Bush’s crimes are uncontroversially worse than Osama bin Laden’s.” (No, probably not, since Chomsky at least feigns something like cost-benefit analysis. I’m not sure what his failure mode is, but it’s probably not this one in particular. “Uncontroversially”… you keep using that word…)

Cost-benefit analysis is actually a very simple concept (though applying it in practice can be mind-bogglingly difficult): Try to maximize the good things minus the bad things. If an action would increase good things more than bad things, do it; if it would increase bad things more than good things, don’t do it.

What it replaces is simplistic deontological reasoning about “X is always bad” or “Y is always good”; that’s almost never true. Even great evils can be justified by greater goods, and many goods are not worth having because of the evils they would require to achieve. We seem to want all our decisions to have no downside, perhaps because that would resolve our cognitive dissonance most easily; but in the real world, most decisions have an upside and a downside, and it’s a question of which is larger.

Why is it that so many people—especially good people—have such an aversion to cost-benefit analysis?

I gained some insight into this by watching a video discussion from an online Harvard course taught by Michael Sandel (which is free, by the way, if you’d like to try it out). He was leading the discussion Socratically, which is in general a good method of teaching—but like anything else can be used to teach things that are wrong, and is in some ways more effective at doing so because it has a way of making students think they came up with the answers on their own. He says something like, “Do we really want our moral judgments to be based on cost-benefit analysis?” and gives some examples where people made judgments using cost-benefit analysis to support his suggestion that this is something bad.

But of course his examples are very specific: They all involve corporations using cost-benefit analysis to maximize profits. One of them is the Ford Pinto case, where Ford estimated the cost to them of a successful lawsuit, multiplied by the probability of such lawsuits, and then compared that with the cost of a total recall. Finding that the lawsuits were projected to be cheaper, they opted for that result, and thereby allowed several people to be killed by their known defective product.

Now, it later emerged that Ford Pintos were not actually especially dangerous, and in fact Ford didn’t just include lawsuits but also a standard estimate of the “value of a statistical human life”, and as a result of that their refusal to do the recall was probably the completely correct decision—but why let facts get in the way of a good argument?

But let’s suppose that all the facts had been as people thought they were—the product was unsafe and the company was only interested in their own profits. We don’t need to imagine this hypothetically; this is clearly what actually happened with the tobacco industry, and indeed with the oil industry. Is that evil? Of course it is. But not because it’s cost-benefit analysis.

Indeed, the reason this is evil is the same reason most things are evil: They are psychopathically selfish. They advance the interests of those who do them, while causing egregious harms to others.

Exxon is apparently prepared to sacrifice millions of lives to further their own interests, which makes them literally no better than Mao, as opposed to this bizarre “no better than Mao” that we would all be if the number of lives saved versus killed didn’t matter. Let me be absolutely clear; I am not speaking in hyperbole when I say that the board of directors of Exxon is morally no better than Mao. No, I mean they literally are willing to murder 20 million people to serve their own interests—more precisely 10 to 100 million, by WHO estimates. Maybe it matters a little bit that these people will be killed by droughts and hurricanes rather than by knives and guns; but then, most of the people Mao killed died of starvation, and plenty of the people killed by Exxon will too. But this statement wouldn’t have the force it does if I could not speak in terms of quantitative cost-benefit analysis. Killing people is one thing, and most industries would have to own up to it; being literally willing to kill as many people as history’s greatest mass murderers is quite anotherand yet it is true of Exxon.

But I can understand why people would tend to associate cost-benefit analysis with psychopaths maximizing their profits; there are two reasons for this.

First, most neoclassical economists appear to believe in both cost-benefit analysis and psychopathic profit maximization. They don’t even clearly distinguish their concept of “rational” from the concept of total psychopathic selfishness—hence why I originally titled this blog “infinite identical psychopaths”. The people arguing for cost-benefit analysis are usually economists, and economists are usually neoclassical, so most of the time you hear arguments for cost-benefit analysis they are also linked with arguments for horrifically extreme levels of selfishness.

Second, most people are uncomfortable with cost-benefit analysis, and as a result don’t use it. So, most of the cost-benefit analysis you’re likely to hear is done by terrible human beings, typically at the reins of multinational corporations. This becomes self-reinforcing, as all the good people don’t do cost-benefit analysis, so they don’t see good people doing it, so they don’t do it, and so on.

Therefore, let me present you with some clear-cut cases where cost-benefit analysis can save millions of lives, and perhaps even save the world.

Imagine if our terrorism policy used cost-benefit analysis; we wouldn’t kill 100,000 innocent people and sacrifice 4,400 soldiers fighting a war that didn’t have any appreciable benefit as a bizarre form of vengeance for 3,000 innocent people being killed. Moreover, we wouldn’t sacrifice core civil liberties to prevent a cause of death that’s 300 times rarer than car accidents.

Imagine if our healthcare policy used cost-benefit analysis; we would direct research funding to maximize our chances of saving lives, not toward the form of cancer that is quite literally the sexiest. We would go to a universal healthcare system like the rest of the First World, and thereby save thousands of additional lives while spending less on healthcare.

With cost-benefit analysis, we would reform our system of taxes and subsidies to internalize the cost of carbon emissions, most likely resulting in a precipitous decline of the oil and coal industries and the rapid rise of solar and nuclear power, and thereby save millions of lives. Without cost-benefit analysis, we instead get unemployed coal miners appearing on TV to grill politicians about how awful it is to lose your job even though that job is decades obsolete and poisoning our entire planet. Would eliminating coal hurt coal miners? Yes, it would, at least in the short run. It’s also completely, totally worth it, by at least a thousandfold.

We would invest heavily in improving our transit systems, with automated cars or expanded rail networks, thereby preventing thousands of deaths per year—instead of being shocked and outraged when an automated car finally kills one person, while manual vehicles in their place would have killed half a dozen by now.

We would disarm all of our nuclear weapons, because the risk of a total nuclear apocalypse is not worth it to provide some small increment in national security above our already overwhelming conventional military. While we’re at it, we would downsize that military in order to save enough money to end world hunger.

And oh by the way, we would end world hunger. The benefits of doing so are enormous; the costs are remarkably small. We’ve actually been making a great deal of progress lately—largely due to the work of development economists, and lots and lots of cost-benefit analysis. This process involves causing a lot of economic disruption, making people unemployed, taking riches away from some people and giving them to others; if we weren’t prepared to bear those costs, we would never get these benefits.

Could we do all these things without cost-benefit analysis? I suppose so, if we go through the usual process of covering of our ears whenever a downside is presented and amplification whenever an upside is presented, until we can more or less convince ourselves that there is no downside even though there always is. We can continue having arguments where one side presents only downsides, the other side presents only upsides, and then eventually one side prevails by sheer numbers, and it could turn out to be the upside team (or should I say “tribe”?).

But I think we’d progress a lot faster if we were honest about upsides and downsides, and had the courage to stand up and say, “Yes, that downside is real; but it’s worth it.” I realize it’s not easy to tell a coal miner to his face that his job is obsolete and killing people, and I don’t really blame Hillary Clinton for being wishy-washy about it; but the truth is, we need to start doing that. If we accept that costs are real, we may be able to mitigate them (as Hillary plans to do with a $30 billion investment in coal mining communities, by the way); if we pretend they don’t exist, people will still get hurt but we will be blind to their suffering. Or worse, we will do nothing—and evil will triumph.
