Reversals in progress against poverty

I don’t need to tell you that the COVID pandemic has been very bad for the world. Yet perhaps the worst outcome of the pandemic is one that most people don’t recognize: It has reversed years of progress against global poverty.

Estimates of the number of people who will be thrown into extreme poverty as a result of the pandemic are consistently around 100 million, though some forecasts have predicted this will rise to 150 million, or, in the most pessimistic scenarios, even as high as 500 million.

Pre-COVID projections showed the global poverty rate falling steadily from 8.4% in 2019 to 6.3% by 2030. But COVID resulted in the first upward surge in global poverty in decades, and updated models now suggest that the global poverty rate in 2030 will be as high as 7.0%. That difference is 0.7% of a forecasted population of 8.5 billion—so that’s a difference of 59 million people.

This is a terrible reversal of fortune, and a global tragedy. Ten or perhaps even hundreds of millions of people will suffer the pain of poverty because of this global pandemic and the numerous missteps by many of the world’s governments—not least the United States—in response to it.

Yet it’s important to keep in mind that this is a short-term reversal in a long-term trend toward reduced poverty. Yes, the most optimistic predictions are turning out to be wrong—but the general pattern of dramatic reductions in global poverty over the late 20th and early 21st century are still holding up.

That post-COVID estimate of a global poverty rate of 7.0% needs to be compared against the fact that as recently as 1980 the global poverty rate at the same income level (adjust for inflation and purchasing power of course) income level was a whopping 44%.

This pattern makes me feel deeply ambivalent about the effects of globalization on inequality. While it now seems clear that globalization has exacerbated inequality within First World countries—and triggered a terrible backlash of right-wing populism as a result—it also seems clear that globalization was a major reason for the dramatic reductions in global poverty in the past few decades.

I think the best answer I’ve been able to come up with is that globalization is overall a good thing, and we must continue it—but we also need to be much more mindful of its costs, and we must make policy that mitigates those costs. Expanded trade has winners and losers, and we should be taxing the winners to compensate the losers. To make good economic policy, it simply isn’t enough to increase aggregate GDP; you actually have to make life better for everyone (or at least as many people as you can).

Unfortunately, knowing what policies to make is only half the battle. We must actually implement those policies, which means winning elections, which means restoring the public’s faith in the authority of economic experts.

Some of the people voting for Donald Trump were just what Hillary Clinton correctly (if tone-deafly) referred to as “deplorables“: racists, misogynists, xenophobes. But I think that many others weren’t voting for Trump but against Clinton; they weren’t embracing far-right populism but rather rejecting center-left technocratic globalization. They were tired of being told what to do by experts who didn’t seem to care about them or their interests.

And the thing is, they were right about that. Not about voting for Trump—that’s unforgivable—but about the fact that expert elites had been ignoring their interests and needed a wake-up call. There were a hundred better ways of making that wake-up call that didn’t involve putting a narcissistic, incompetent maniac in charge of the world’s largest economy, military and nuclear arsenal, and millions of people should be ashamed of themselves for not taking those better options. Yet the fact remains: The wake-up call was necessary, and we should be responding to it.

We expert elites (I think I can officially carry that card, now that I have a PhD and a faculty position at a leading research university) need to do a much better job of two things: First, articulating the case for our policy recommendations in a way that ordinary people can understand, so that they feel justified and not simply rammed down people’s throats; and second, recognizing the costs and downsides of these policies and taking action to mitigate them whenever possible.

For instance: Yes, we need to destroy all the coal jobs. They are killing workers and the planet. Coal companies need to be transitioned to new industries or else shut down. This is not optional. It must be done. But we also need to explain to those coal miners why it’s necessary to move on from coal to solar and nuclear, and we need to be implementing various policies to help those workers move on to better, safer jobs that pay as well and don’t involve filling their lungs with soot and the atmosphere with carbon dioxide. We need to articulate, emphasize—and loudly repeat—that this isn’t about hurting coal miners to help everyone else, but about helping everyone, coal miners included, and that if anyone gets hurt it will only be a handful of psychopathic billionaires who already have more money than any human being could possibly need or deserve.

Another example: We cannot stop trading with India and China. Hundreds of millions of innocent people would suddenly be thrown out of work and into poverty if we did. We need the products they make for us, and they need the money we pay for those products. But we must also acknowledge that trading with poor countries does put downward pressure on wages back home, and take action to help First World workers who are now forced to compete with global labor markets. Maybe this takes the form of better unemployment benefits, or job-matching programs, or government-sponsored job training. But we cannot simply shrug and let people lose their jobs and their homes because the factories they worked in were moved to China.

Trump is finally being impeached

Given that there have been efforts to impeach Trump since before he took office (which is totally unprecedented, by the way; while several others have committed crimes and been impeached while in office, no other US President has gone into office with widespread suspicion of mass criminal activity), it seems odd that it has taken this long to finally actually start formal impeachment hearings.

Why did it take so long? We needed two things to happen: One, absolutely overwhelming evidence of absolutely flagrant crimes, and two, a Democratic majority in the House of Representatives.

This is how divided America has become. If the Republicans were really a mainstream center-right party as they purport to be, they would have supported impeachment just as much as the Democrats, we would have impeached Trump in 2017, and he would have been removed from office by 2018. But in fact they are nothing of the sort. The Republicans no longer believe in democracy. The Democrats are a mainstream center-right party, and the Republicans are far-right White-nationalist crypto-fascists (and less ‘crypto-‘ all the time). After seeing how they reacted to his tax evasion, foreign bribes, national security leaks, human rights violations, obstruction of justice, and overall ubiquitous corruption and incompetence, by this point it’s clear that there is almost nothing that Trump could do which would make either the voter base or the politicians of the Republican Party turn against him—he may literally be correct that he could commit a murder in broad daylight on Fifth Avenue. Maybe if he raised taxes on billionaires or expressed support for Roe v. Wade they would finally revolt.

Even as it stands, there is good reason to fear that the Republican-majority Senate will not confirm the impeachment and remove Trump from office. The political fallout from such a failed impeachment is highly uncertain. So far, markets are taking it in stride; it may even turn out to be good for the economy. (Then again, a good economy may be good for Trump in 2020!) But at this point the evidence is so damning that if we don’t impeach now, we may never impeach again; if this isn’t enough, nothing is. (The Washington Examiner said that months ago, and may already have been right; but the case is even stronger now.)

So, the most likely scenario is that the impeachment goes through the House, but fails in the Senate. The good news is that if the Republicans do block the impeachment, they’ll be publicly admitting that even charges this serious and this substantiated mean nothing to them. Anyone watching who is still on the fence about them will see how corrupt they have become.

After that, this is probably what will happen: The impeachment will be big news for a month or two, then be largely ignored. Trump will probably try to make himself a martyr, talking even louder about ‘witch hunts’. He will lose popularity with a few voters, but his base will continue to support him through thick and thin. (Astonishingly, almost nothing really seems to move his overall approval rating.) The economy will be largely unaffected, or maybe slightly improve. And then we’ll find out in the 2020 election whether the Democrats can mobilize enough opposition to Trump, and—just as importantly—enough support for whoever wins the primaries, to actually win this time around.

If by some miracle enough Republicans find a moral conscience and vote to remove Trump from office, this means that until 2020 we will have President Mike Pence. In a sane world, that in itself would sound like a worst-case scenario; he’s basically a less-sleazy Ted Cruz. He is misogynistic, homophobic, and fanatically religious. He is also a partisan ideologue who toes the party line on basically every issue. Some have even argued that Pence is worse than Trump, because he represents the same ideology but with more subtlety and competence.

But subtlety and competence are important. Indeed, I would much rather have an intelligent, rational, competent ideologue managing our government, leading our military, and controlling our nuclear launch codes than an idiotic, narcissistic, impulsive one. Pence at least can be trusted to be consistent in his actions and diplomatic in his words—two things which Trump has absolutely never been.

Indeed, Pence’s ideological consistency has benefits; unlike Trump, he reliably supports free trade and his fiscal conservatism actually seems genuine for once. Consistency in itself has value: Life is much easier, and the economy is much stronger, when the rules of the game remain the same rather than randomly lurching from one extreme to another.

Pence is also not the pathological liar that Trump is. Yes, Pence has lied many times (only 22% of his statements were evaluated by PolitiFact as “Mostly True” or “True”, and 30% were “False” or “Pants on Fire”). But Trump lies constantly. A mere 14% of Trump’s statements were evaluated by Trump as “Mostly True” or “True”, while 48% were “False” or “Pants on Fire”. For Bernie Sanders, 49% were “Mostly True” or better, and only 11% were “False”, with no “Pants on Fire” at all; for Hillary Clinton, 49% were “Mostly True” or better, and only 10% were “False”, with 3% “Pants on Fire”. People have tried to keep running tallies of Trump’s lies, but it’s a tall order: The Washington Post records over 12,000 lies since he took office less than three years ago. Four thousand lies a year. More than ten every single day. Most people commit lies of omission or say ‘white lies’ several times per day (depending on who you ask, I’ve seen everything from an average of 2 times per day to an average of 100 times per day), but that’s not what we’re talking about here. These are consequential, outright statements of fact that aren’t true. And these are not literally everything he has said that wasn’t true; they are only public lies with relevance to policy or his own personal record. Indeed, Trump lies recklessly, stupidly, pointlessly, nonsensically. He seems like a pathological liar, or someone with dementia who is confabulating to try to fill gaps in his memory. (Indeed, a lot of his behavior is consistent with dementia, and similar to how Reagan acted in the early days of his Alzheimer’s.) At least if Pence takes office, we’ll be able to believe some of what he says.

Of course, Pence won’t be much better on some of the most important issues, such as climate change. When asked how important he thinks climate change is and what should be done about it, Pence always gives mealy-mouthed, evasive responses—but at least he doesn’t make up stories about windmills getting special permits to kill endangered birds.

I admit, choosing Pence over Trump feels like choosing to get shot in the leg instead of the face—but that’s really not a difficult choice, is it?

How to respond to dog whistles

Political messaging has grown extremely sophisticated. The dog whistle technique is particularly powerful one: it allows you to say the same thing to two different groups and have them each hear what they wanted to hear. The term comes from the gadget used in training canines, which emits sounds at a frequency which humans can’t hear but dogs can. Similar concepts have been around for a long time, but the word wasn’t used for this specific meaning until the 1990s.

There was once a time when politicians could literally say different things to different groups, but mass media has made that effectively impossible. When Mitt Romney tried to do this, it destroyed his (already weak) campaign. So instead they find ways to convey two different meanings, while saying the same words.

Classic examples of this include “law and order” and “states’ rights”, which have always carried hidden racist connotations, yet on their face sound perfectly reasonable. “Family values” is another one.

Trump is particularly inelegant at this; his dog whistles often seem to drop into the audible frequency range, as when he called undocumented immigrants (or possibly gang members?) “animals” and tweeted about “caravans” of immigrants, and above all when he said “they’re bringing drugs, they’re bringing crime, they’re rapists”. (Frankly, does that even count as a dog whistle?) He’s a little less obvious in his deployment of “globalist” as a probable anti-Semitic slur.

How should we respond to this kind of coded language?

It’s not as simple as you might think. It’s not always easy to tell what is a dog whistle. Someone talking about crime could be trying to insinuate something about minorities… or, they could just be talking about crime. Someone complaining about immigration could be trying to dehumanize immigrants… or, they could just want a change in our border policy. Accusations of “globalism” could be coded anti-Semitism… or they could just be nationalism.
It’s also easy to accuse someone of using dog whistles even if they probably aren’t: It is now commonplace for the right wing to argue that “common-sense gun control” means confiscating all handguns (when it in fact means universal background checks, mandatory safety classes, and perhaps assault weapon bans and magazine limits, all of which are quite popular even among gun owners), or to argue that “safe, legal, and rare” is just a Trojan horse for unrestricted free abortion (when in fact “safe, legal, and rare” is the overwhelming majority view among Americans). Indeed, it’s quite probable that many of the things that the left wing has taken as dog whistles by Trump were actually overreactions—Trump is bigoted, but not especially so by the standards of old White Republican men. The best reasons to want Trump out of office involve his authoritarianism, his corruption, and his incompetence, not his bigotry. Foreign policy and climate change should be issues that overwhelm basically everything else—these are millions of lives on the line—and they are the two issues that Trump gets most decisively wrong.

The fact that it can be difficult to tell which statements are dog-whistles is not a bug but a feature: It provides plausible deniability.

If you can structure your speech so that it will be heard by your base as supporting a strong ideological platform, but when the words are analyzed they will be innocuous enough that no one can directly prove your extremism, you can have your cake and eat it too. Even if journalists go on to point out the dog whistles in your speech, moderates on your side of the fence might not hear the same dog whistles, and then just become convinced that the journalists are overreacting. And they might even be overreacting.

Instead, I think there are two things we need to do, which are distinct but complementary.’

1. Ask for clarification.

Whether you are in a personal conversation with a friend who is spouting talking points, or a journalist interviewing a politician running for office, there will come opportunities where you can directly respond to a potential dog whistle.
Do not accuse them of using a dog whistle—even if you are confident that they are. That will only make them defensive, and make you appear to be the aggressor. Instead, ask them firmly, but calmly:

What exactly do you mean by that statement?”

If they ignore the question or try to evade it, ask again, a little more firmly. If they evade again, ask again. Keep asking until they answer you or literally force you to shut up. Be confident, but calm and poised. Now they look like the aggressor—and above all, they sound like they have something to hide.

Note also that if it turns out not to be a dog whistle, they will likely not be offended by your request and will have a perfectly reasonable clarification. For example:

“What did you mean when you said you’re worried about Muslim immigrants?”

“Well, I mean that Muslim societies often have very regressive norms surrounding gender and LGBT rights, and many Muslim immigrants have difficulty assimilating into our liberal values. I think we need to spend more effort finding ways to integrate Muslims into our community and disabuse them of harmful cultural norms.”

“What did you mean when you said you are worried about law and order?”

“I mean that gang violence in several of our inner cities is really out of control, and we need to be working on both investing more in policing and finding better methods of crime prevention in order to keep these communities safe.”

“What ‘states’ rights’ are you particularly concerned about, Senator?”

“I don’t like that the federal government thinks it can impose laws against marijuana based on an absurdly broad reading of the Interstate Commerce Clause. I don’t think it’s right that legitimate businesses in California and Colorado have to operate entirely in cash because federal regulations won’t let them put their money into banks without fear of having it confiscated.”

You may even find that you still disagree with the clarified statement, but hopefully it can be a reasonable disagreement, rather than a direct conflict over fundamental values.

2. State your own positive case.

This is one you can probably do even if you don’t actually get the opportunity to engage directly with people on the other side.

I was actually surprised to learn this, but apparently the empirical data shows that including messages of social justice in your political platform makes it more popular, even among moderates.
This means that we don’t have to respond to innuendo with innuendo—we can come out and say that we think a given policy is bad because it will hurt women or Black people. Economic populism is good too, but we don’t need to rely entirely upon that.

To be clear, we should not say that the policy is designed to hurt women or Black people—even if we think that is likely to be true—for at least two reasons: First, we can’t actually prove that, except in very rare cases, so it makes our argument inherently more tendentious; and second, it makes our whole mode of argumentation more aggressive and less charitable. We should always at least consider the possibility that our opponent’s intentions are noble, and unless the facts utterly force us to abandon that view it should probably be our working assumption.

This means that we don’t even necessarily have to come out and challenge dog whistles. We just need to make a better positive case ourselves. While they are making vague, ambiguous claims about “cleaning up our cities” and “making America great”, we can lay out explicit policy plans for reducing unemployment, poverty, and carbon emissions.

Hillary Clinton almost did this—but she didn’t do it well enough. She relied too heavily on constituents being willing to read detailed plans on her website, instead of summarizing them in concise, pithy talking points to put in headlines. Her line Because we’re going to put a lot of coal miners and coal companies out of business, right?” was indeed taken out of contextbut she should have pushed harder by making an actual slogan, like “End coal burning—save coal communities.” (I literally came up with that in five minutes. She had hundreds of professional campaign staff working for her and they couldn’t do better?) The media did butcher her statements—but she didn’t correct them by putting slogans on yard signs or giving stump speeches in Appalachia.

Indeed, the news media didn’t do her any favors—they spent literally more time talking about her emails than every actual policy issued combined, and not by a small margin. But we can’t rely on the news media—and we don’t have to, in the age of blogs and social media. Instead of assuming that everyone already agrees with us and we will win because we deserve to, we need to be doing what actually works at conveying our message and making sure that we win by the largest margin possible.

This is a battle for the soul of America

At the time of writing, I just got back from a protest march against President Trump in Santa Ana (the featured photo is one I took at the march). I had intended to go to the much larger sister protest in Los Angeles, but the logistics were too daunting. On the upside, presumably the marginal impact of my attendance was higher at the smaller event.

Protest marches are not a common pastime of mine; I am much more of an ivory-tower policy wonk than a boots-on-the-ground political activist. The way that other people seem to be allergic to statistics, I am allergic to a lack of statistics when broad claims are made with minimal evidence. Even when I basically agree with everything being said, I still feel vaguely uncomfortable marching and chanting in unison (and constantly reminded of that scene from Life of Brian). But I made an exception for this one, because Trump represents a threat to the soul of American democracy.

We have had bad leaders many times before—even awful leaders, even leaders whose bad decisions resulted in the needless deaths of thousands. But not since the end of the Civil War have we had leaders who so directly threatened the core institutions of America itself.

We must keep reminding ourselves: This is not normal. This is not normal! Donald Trump’s casual corruption, overwhelming narcissism, authoritarianism, greed, and utter incompetence (not to mention his taste in decor) make him more like Idi Amin or Hugo Chavez than like George H.W. Bush or Ronald Reagan. (Even the comparison with Vladimir Putin would be too flattering to Trump; Putin at least is competent.) He has personally publicly insulted over 300 people, places, and things—and counting.

Trump lies almost constantly, surrounds himself with family members and sycophants, refuses to listen to intelligence briefings, and personally demeans and even threatens journalists who criticize him. Every day it seems like there is a new scandal, more outrageous than the last; and after so long, this almost seems like a strategy. Every day he finds some new way to offend and undermine the basic norms of our society, and eventually he hopes to wear us down until we give up fighting.

It is certainly an exaggeration, and perhaps a dangerous one, to say that Donald Trump is the next Adolf Hitler. But there are important historical parallels between the rise of Trump and the rise of many other populist authoritarian demagogues. He casually violates democratic norms of civility, honesty, and transparency, and incentivizes the rest of us to do the same—a temptation we must resist. Political scientists and economists are now issuing public warnings that our democratic institutions are not as strong as we may think (though, to be fair, others argue that they are indeed strong enough).

It was an agonizingly close Presidential election. Even the tiniest differences could have flipped enough states to change the outcome. If we’d had a better voting system, it would not have happened; a simple plurality vote would have elected Hillary Clinton, and as I argued in a previous post, range voting would probably have chosen Bernie Sanders. Therefore, we must not take this result as a complete indictment of American society or a complete failure of American democracy. But let it shake us out of our complacency; democracy is only as strong as the will of its citizens to defend it.

Bigotry is more powerful than the market

If there’s one message we can take from the election of Donald Trump, it is that bigotry remains a powerful force in our society. A lot of autoflagellating liberals have been trying to explain how this election result really reflects our failure to help people displaced by technology and globalization (despite the fact that personal income and local unemployment had negligible correlation with voting for Trump), or Hillary Clinton’s “bad campaign” that nonetheless managed the same proportion of Democrat turnout that re-elected her husband in 1996.

No, overwhelmingly, the strongest predictor of voting for Trump was being White, and living in an area where most people are White. (Well, actually, that’s if you exclude authoritarianism as an explanatory variable—but really I think that’s part of what we’re trying to explain.) Trump voters were actually concentrated in areas less affected by immigration and globalization. Indeed, there is evidence that these people aren’t racist because they have anxiety about the economy—they are anxious about the economy because they are racist. How does that work? Obama. They can’t believe that the economy is doing well when a Black man is in charge. So all the statistics and even personal experiences mean nothing to them. They know in their hearts that unemployment is rising, even as the BLS data clearly shows it’s falling.

The wide prevalence and enormous power of bigotry should be obvious. But economists rarely talk about it, and I think I know why: Their models say it shouldn’t exist. The free market is supposed to automatically eliminate all forms of bigotry, because they are inefficient.

The argument for why this is supposed to happen actually makes a great deal of sense: If a company has the choice of hiring a White man or a Black woman to do the same job, but they know that the market wage for Black women is lower than the market wage for White men (which it most certainly is), and they will do the same quality and quantity of work, why wouldn’t they hire the Black woman? And indeed, if human beings were rational profit-maximizers, this is probably how they would think.

More recently some neoclassical models have been developed to try to “explain” this behavior, but always without daring to give up the precious assumption of perfect rationality. So instead we get the two leading neoclassical theories of discrimination, which are statistical discrimination and taste-based discrimination.

Statistical discrimination is the idea that under asymmetric information (and we surely have that), features such as race and gender can act as signals of quality because they are correlated with actual quality for various reasons (usually left unspecified), so it is not irrational after all to choose based upon them, since they’re the best you have.

Taste-based discrimination is the idea that people are rationally maximizing preferences that simply aren’t oriented toward maximizing profit or well-being. Instead, they have this extra term in their utility function that says they should also treat White men better than women or Black people. It’s just this extra thing they have.

A small number of studies have been done trying to discern which of these is at work.
The correct answer, of course, is neither.

Statistical discrimination, at least, could be part of what’s going on. Knowing that Black people are less likely to be highly educated than Asians (as they definitely are) might actually be useful information in some circumstances… then again, you list your degree on your resume, don’t you? Knowing that women are more likely to drop out of the workforce after having a child could rationally (if coldly) affect your assessment of future productivity. But shouldn’t the fact that women CEOs outperform men CEOs be incentivizing shareholders to elect women CEOs? Yet that doesn’t seem to happen. Also, in general, people seem to be pretty bad at statistics.

The bigger problem with statistical discrimination as a theory is that it’s really only part of a theory. It explains why not all of the discrimination has to be irrational, but some of it still does. You need to explain why there are these huge disparities between groups in the first place, and statistical discrimination is unable to do that. In order for the statistics to differ this much, you need a past history of discrimination that wasn’t purely statistical.

Taste-based discrimination, on the other hand, is not a theory at all. It’s special pleading. Rather than admit that people are failing to rationally maximize their utility, we just redefine their utility so that whatever they happen to be doing now “maximizes” it.

This is really what makes the Axiom of Revealed Preference so insidious; if you really take it seriously, it says that whatever you do, must by definition be what you preferred. You can’t possibly be irrational, you can’t possibly be making mistakes of judgment, because by definition whatever you did must be what you wanted. Maybe you enjoy bashing your head into a wall, who am I to judge?

I mean, on some level taste-based discrimination is what’s happening; people think that the world is a better place if they put women and Black people in their place. So in that sense, they are trying to “maximize” some “utility function”. (By the way, most human beings behave in ways that are provably inconsistent with maximizing any well-defined utility function—the Allais Paradox is a classic example.) But the whole framework of calling it “taste-based” is a way of running away from the real explanation. If it’s just “taste”, well, it’s an unexplainable brute fact of the universe, and we just need to accept it. If people are happier being racist, what can you do, eh?

So I think it’s high time to start calling it what it is. This is not a question of taste. This is a question of tribal instinct. This is the product of millions of years of evolution optimizing the human brain to act in the perceived interest of whatever it defines as its “tribe”. It could be yourself, your family, your village, your town, your religion, your nation, your race, your gender, or even the whole of humanity or beyond into all sentient beings. But whatever it is, the fundamental tribe is the one thing you care most about. It is what you would sacrifice anything else for.

And what we learned on November 9 this year is that an awful lot of Americans define their tribe in very narrow terms. Nationalistic and xenophobic at best, racist and misogynistic at worst.

But I suppose this really isn’t so surprising, if you look at the history of our nation and the world. Segregation was not outlawed in US schools until 1955, and there are women who voted in this election who were born before American women got the right to vote in 1920. The nationalistic backlash against sending jobs to China (which was one of the chief ways that we reduced global poverty to its lowest level ever, by the way) really shouldn’t seem so strange when we remember that over 100,000 Japanese-Americans were literally forcibly relocated into camps as recently as 1942. The fact that so many White Americans seem all right with the biases against Black people in our justice system may not seem so strange when we recall that systemic lynching of Black people in the US didn’t end until the 1960s.

The wonder, in fact, is that we have made as much progress as we have. Tribal instinct is not a strange aberration of human behavior; it is our evolutionary default setting.

Indeed, perhaps it is unreasonable of me to ask humanity to change its ways so fast! We had millions of years to learn how to live the wrong way, and I’m giving you only a few centuries to learn the right way?

The problem, of course, is that the pace of technological change leaves us with no choice. It might be better if we could wait a thousand years for people to gradually adjust to globalization and become cosmopolitan; but climate change won’t wait a hundred, and nuclear weapons won’t wait at all. We are thrust into a world that is changing very fast indeed, and I understand that it is hard to keep up; but there is no way to turn back that tide of change.

Yet “turn back the tide” does seem to be part of the core message of the Trump voter, once you get past the racial slurs and sexist slogans. People are afraid of what the world is becoming. They feel that it is leaving them behind. Coal miners fret that we are leaving them behind by cutting coal consumption. Factory workers fear that we are leaving them behind by moving the factory to China or inventing robots to do the work in half the time for half the price.

And truth be told, they are not wrong about this. We are leaving them behind. Because we have to. Because coal is polluting our air and destroying our climate, we must stop using it. Moving the factories to China has raised them out of the most dire poverty, and given us a fighting chance toward ending world hunger. Inventing the robots is only the next logical step in the process that has carried humanity forward from the squalor and suffering of primitive life to the security and prosperity of modern society—and it is a step we must take, for the progress of civilization is not yet complete.

They wouldn’t have to let themselves be left behind, if they were willing to accept our help and learn to adapt. That carbon tax that closes your coal mine could also pay for your basic income and your job-matching program. The increased efficiency from the automated factories could provide an abundance of wealth that we could redistribute and share with you.

But this would require them to rethink their view of the world. They would have to accept that climate change is a real threat, and not a hoax created by… uh… never was clear on that point actually… the Chinese maybe? But 45% of Trump supporters don’t believe in climate change (and that’s actually not as bad as I’d have thought). They would have to accept that what they call “socialism” (which really is more precisely described as social democracy, or tax-and-transfer redistribution of wealth) is actually something they themselves need, and will need even more in the future. But despite rising inequality, redistribution of wealth remains fairly unpopular in the US, especially among Republicans.

Above all, it would require them to redefine their tribe, and start listening to—and valuing the lives of—people that they currently do not.

Perhaps we need to redefine our tribe as well; many liberals have argued that we mistakenly—and dangerously—did not include people like Trump voters in our tribe. But to be honest, that rings a little hollow to me: We aren’t the ones threatening to deport people or ban them from entering our borders. We aren’t the ones who want to build a wall (though some have in fact joked about building a wall to separate the West Coast from the rest of the country, I don’t think many people really want to do that). Perhaps we live in a bubble of liberal media? But I make a point of reading outlets like The American Conservative and The National Review for other perspectives (I usually disagree, but I do at least read them); how many Trump voters do you think have ever read the New York Times, let alone Huffington Post? Cosmopolitans almost by definition have the more inclusive tribe, the more open perspective on the world (in fact, do I even need the “almost”?).

Nor do I think we are actually ignoring their interests. We want to help them. We offer to help them. In fact, I want to give these people free money—that’s what a basic income would do, it would take money from people like me and give it to people like them—and they won’t let us, because that’s “socialism”! Rather, we are simply refusing to accept their offered solutions, because those so-called “solutions” are beyond unworkable; they are absurd, immoral and insane. We can’t bring back the coal mining jobs, unless we want Florida underwater in 50 years. We can’t reinstate the trade tariffs, unless we want millions of people in China to starve. We can’t tear down all the robots and force factories to use manual labor, unless we want to trigger a national—and then global—economic collapse. We can’t do it their way. So we’re trying to offer them another way, a better way, and they’re refusing to take it. So who here is ignoring the concerns of whom?

Of course, the fact that it’s really their fault doesn’t solve the problem. We do need to take it upon ourselves to do whatever we can, because, regardless of whose fault it is, the world will still suffer if we fail. And that presents us with our most difficult task of all, a task that I fully expect to spend a career trying to do and yet still probably failing: We must understand the human tribal instinct well enough that we can finally begin to change it. We must know enough about how human beings form their mental tribes that we can actually begin to shift those parameters. We must, in other words, cure bigotry—and we must do it now, for we are running out of time.

Congratulations, America.

Congratulations, you elected Donald Trump.

Instead of the candidate with decades of experience as Secretary of State, US Senator, and an internationally renowned philanthropist, you chose the first President in history to not have any experience whatsoever in government or the military.

Instead of the candidate with the most comprehensive, evidence-based plan for action against climate change (that is, the only candidate who supports nuclear energy), you elected the one who is planning to appoint a climate-change denier head of the EPA.

Perhaps to punish the candidate who carried out a longstanding custom of using private email servers because the public servers were so defective, you accepted the candidate who is being charged with not only mass fraud but also multiple counts of sexual assault.

Perhaps based on the Russian propaganda—not kidding, read the URL—saying that one candidate could trigger a Third World War, you chose the candidate who has no idea how international diplomacy works and wants to convert NATO into a mercantilist empire (and by the way has no apparent qualms about deploying nuclear weapons).

Because one candidate was “too close to Wall Street” in some vague ill-defined sense (oh my god, she gave speeches! And accepted donations!), you elected the other one who has already vowed to turn back the financial regulations that are currently protecting us from a repeat of the Great Recession.

Because you didn’t trust the candidate with one of the highest honest ratings ever recorded, you elected the one who is surrounded by hundreds of scandals and never even released his tax returns.
Even if you didn’t outright agree with it, you were willing to look past his promise to deport 11 million people and his long history of bigotry toward a wide variety of ethnic groups.
Even his Vice President, who seems like a great statesman simply by comparison, is one of the most fanatical right-wing Vice Presidents we’ve had in decades. He opposes not just abortion, but birth control. He supports—and has signed as governor—“religious freedom” bills designed to legalize discrimination against LGBT people.

Congratulations, America. You literally elected the candidate that was supported by Vladimir Putin, Kim Jong-un, the American Nazi Party, and the Klu Klux Klan. Now, reversed stupidity is not intelligence; being endorsed by someone horrible doesn’t necessarily mean you are horrible. But when this many horrible people endorse you, and start giving the same reasons, and those reasons are based on things you particularly have in common with those horrible people like bigotry and authoritarianism… yeah, I think it does say something about you.

Now, to be fair, much of the blame here goes to the Electoral College.

By current counts, Hillary Clinton won the popular vote by at least 500,000 votes. It is projected that she may even win by as much as 2 million. This will be the fourth time in US history that the Electoral College winner was definitely not the popular vote winner.

But even that is only possible because Hillary Clinton did not win the overwhelming landslide she deserved. The Electoral College should have been irrelevant, because she should have won at least 60% of every demographic in every state. Our whole nation should have declared together in one voice that we will not tolerate bigotry and authoritarianism. The fact that that didn’t happen is reason enough to be ashamed; even if Clinton will slightly win the popular vote that still says something truly terrible about our country.

Indeed, this is what it says:

We slightly preferred democracy over fascism.

We slightly preferred liberty over tyranny.

We slightly preferred justice over oppression.

We slightly preferred feminism over misogyny.

We slightly preferred equality over racism.

We slightly preferred reason over instinct.

We slightly preferred honesty over fraud.

We slightly preferred sustainability over ecological devastation.

We slightly preferred competence over incompetence.

We slightly preferred diplomacy over impulsiveness.

We slightly preferred humility over narcissism.

We were faced with the easiest choice ever given to us in any election, and just a narrow majority got the answer right—and then under the way our system works that wasn’t even enough.

I sincerely hope that Donald Trump is not as bad as I believe he is. The feeling of vindication at being able to tell so many right-wing family members “I told you so” pales in comparison to the fear and despair for the millions of people who will die from his belligerent war policy, his incompetent economic policy, and his insane (anti-)environmental policy. Even the working-class White people who voted for him will surely suffer greatly under his regime.

Yes, I sincerely hope that he is not as bad as we think he is, though I remember saying that George W. Bush was not as bad as we thought when he was elected—and he was. He was. His Iraq War killed hundreds of thousands of people based on lies. His economy policy triggered the worst economic collapse since the Great Depression. So now I have to ask: What if he is as bad as we think?

Fortunately, I do not believe that Trump will literally trigger a global nuclear war.

Then again, I didn’t believe he would win, either.

The only thing necessary for the triumph of evil is that good people refuse to do cost-benefit analysis

My title is based on a famous quote often attributed to Edmund Burke, but which we have no record of him actually saying:

The only thing necessary for the triumph of evil is that good men do nothing.

The closest he actually appears to have written is this:

When bad men combine, the good must associate; else they will fall one by one, an unpitied sacrifice in a contemptible struggle.

Burke’s intended message was about the need for cooperation and avoiding diffusion of responsibility; then his words were distorted into a duty to act against evil in general.

But my point today is going to be a little bit more specific: A great deal of real-world evils would be eliminated if good people were more willing to engage in cost-benefit analysis.

As discussed on Less Wrong awhile back, there is a common “moral” saying which comes from the Talmud (if not earlier; and of course it’s hardly unique to Judaism), which gives people a great warm and fuzzy glow whenever they say it:

Whoever saves a single life, it is as if he had saved the whole world.

Yet this is in fact the exact opposite of moral. It is a fundamental, insane perversion of morality. It amounts to saying that “saving a life” is just a binary activity, either done or not, and once you’ve done it once, congratulations, you’re off the hook for the other 7 billion. All those other lives mean literally nothing, once you’ve “done your duty”.

Indeed, it would seem to imply that you can be a mass murderer, as long as you save someone else somewhere along the line. If Mao Tse-tung at some point stopped someone from being run over by a car, it’s okay that his policies killed more people than the population of Greater Los Angeles.

Conversely, if anything you have ever done has resulted in someone’s death, you’re just as bad as Mao; in fact if you haven’t also saved someone somewhere along the line and he has, you’re worse.

Maybe this is how you get otherwise-intelligent people saying such insanely ridiculous things as George W. Bush’s crimes are uncontroversially worse than Osama bin Laden’s.” (No, probably not, since Chomsky at least feigns something like cost-benefit analysis. I’m not sure what his failure mode is, but it’s probably not this one in particular. “Uncontroversially”… you keep using that word…)

Cost-benefit analysis is actually a very simple concept (though applying it in practice can be mind-bogglingly difficult): Try to maximize the good things minus the bad things. If an action would increase good things more than bad things, do it; if it would increase bad things more than good things, don’t do it.

What it replaces is simplistic deontological reasoning about “X is always bad” or “Y is always good”; that’s almost never true. Even great evils can be justified by greater goods, and many goods are not worth having because of the evils they would require to achieve. We seem to want all our decisions to have no downside, perhaps because that would resolve our cognitive dissonance most easily; but in the real world, most decisions have an upside and a downside, and it’s a question of which is larger.

Why is it that so many people—especially good people—have such an aversion to cost-benefit analysis?

I gained some insight into this by watching a video discussion from an online Harvard course taught by Michael Sandel (which is free, by the way, if you’d like to try it out). He was leading the discussion Socratically, which is in general a good method of teaching—but like anything else can be used to teach things that are wrong, and is in some ways more effective at doing so because it has a way of making students think they came up with the answers on their own. He says something like, “Do we really want our moral judgments to be based on cost-benefit analysis?” and gives some examples where people made judgments using cost-benefit analysis to support his suggestion that this is something bad.

But of course his examples are very specific: They all involve corporations using cost-benefit analysis to maximize profits. One of them is the Ford Pinto case, where Ford estimated the cost to them of a successful lawsuit, multiplied by the probability of such lawsuits, and then compared that with the cost of a total recall. Finding that the lawsuits were projected to be cheaper, they opted for that result, and thereby allowed several people to be killed by their known defective product.

Now, it later emerged that Ford Pintos were not actually especially dangerous, and in fact Ford didn’t just include lawsuits but also a standard estimate of the “value of a statistical human life”, and as a result of that their refusal to do the recall was probably the completely correct decision—but why let facts get in the way of a good argument?

But let’s suppose that all the facts had been as people thought they were—the product was unsafe and the company was only interested in their own profits. We don’t need to imagine this hypothetically; this is clearly what actually happened with the tobacco industry, and indeed with the oil industry. Is that evil? Of course it is. But not because it’s cost-benefit analysis.

Indeed, the reason this is evil is the same reason most things are evil: They are psychopathically selfish. They advance the interests of those who do them, while causing egregious harms to others.

Exxon is apparently prepared to sacrifice millions of lives to further their own interests, which makes them literally no better than Mao, as opposed to this bizarre “no better than Mao” that we would all be if the number of lives saved versus killed didn’t matter. Let me be absolutely clear; I am not speaking in hyperbole when I say that the board of directors of Exxon is morally no better than Mao. No, I mean they literally are willing to murder 20 million people to serve their own interests—more precisely 10 to 100 million, by WHO estimates. Maybe it matters a little bit that these people will be killed by droughts and hurricanes rather than by knives and guns; but then, most of the people Mao killed died of starvation, and plenty of the people killed by Exxon will too. But this statement wouldn’t have the force it does if I could not speak in terms of quantitative cost-benefit analysis. Killing people is one thing, and most industries would have to own up to it; being literally willing to kill as many people as history’s greatest mass murderers is quite anotherand yet it is true of Exxon.

But I can understand why people would tend to associate cost-benefit analysis with psychopaths maximizing their profits; there are two reasons for this.

First, most neoclassical economists appear to believe in both cost-benefit analysis and psychopathic profit maximization. They don’t even clearly distinguish their concept of “rational” from the concept of total psychopathic selfishness—hence why I originally titled this blog “infinite identical psychopaths”. The people arguing for cost-benefit analysis are usually economists, and economists are usually neoclassical, so most of the time you hear arguments for cost-benefit analysis they are also linked with arguments for horrifically extreme levels of selfishness.

Second, most people are uncomfortable with cost-benefit analysis, and as a result don’t use it. So, most of the cost-benefit analysis you’re likely to hear is done by terrible human beings, typically at the reins of multinational corporations. This becomes self-reinforcing, as all the good people don’t do cost-benefit analysis, so they don’t see good people doing it, so they don’t do it, and so on.

Therefore, let me present you with some clear-cut cases where cost-benefit analysis can save millions of lives, and perhaps even save the world.

Imagine if our terrorism policy used cost-benefit analysis; we wouldn’t kill 100,000 innocent people and sacrifice 4,400 soldiers fighting a war that didn’t have any appreciable benefit as a bizarre form of vengeance for 3,000 innocent people being killed. Moreover, we wouldn’t sacrifice core civil liberties to prevent a cause of death that’s 300 times rarer than car accidents.

Imagine if our healthcare policy used cost-benefit analysis; we would direct research funding to maximize our chances of saving lives, not toward the form of cancer that is quite literally the sexiest. We would go to a universal healthcare system like the rest of the First World, and thereby save thousands of additional lives while spending less on healthcare.

With cost-benefit analysis, we would reform our system of taxes and subsidies to internalize the cost of carbon emissions, most likely resulting in a precipitous decline of the oil and coal industries and the rapid rise of solar and nuclear power, and thereby save millions of lives. Without cost-benefit analysis, we instead get unemployed coal miners appearing on TV to grill politicians about how awful it is to lose your job even though that job is decades obsolete and poisoning our entire planet. Would eliminating coal hurt coal miners? Yes, it would, at least in the short run. It’s also completely, totally worth it, by at least a thousandfold.

We would invest heavily in improving our transit systems, with automated cars or expanded rail networks, thereby preventing thousands of deaths per year—instead of being shocked and outraged when an automated car finally kills one person, while manual vehicles in their place would have killed half a dozen by now.

We would disarm all of our nuclear weapons, because the risk of a total nuclear apocalypse is not worth it to provide some small increment in national security above our already overwhelming conventional military. While we’re at it, we would downsize that military in order to save enough money to end world hunger.

And oh by the way, we would end world hunger. The benefits of doing so are enormous; the costs are remarkably small. We’ve actually been making a great deal of progress lately—largely due to the work of development economists, and lots and lots of cost-benefit analysis. This process involves causing a lot of economic disruption, making people unemployed, taking riches away from some people and giving them to others; if we weren’t prepared to bear those costs, we would never get these benefits.

Could we do all these things without cost-benefit analysis? I suppose so, if we go through the usual process of covering of our ears whenever a downside is presented and amplification whenever an upside is presented, until we can more or less convince ourselves that there is no downside even though there always is. We can continue having arguments where one side presents only downsides, the other side presents only upsides, and then eventually one side prevails by sheer numbers, and it could turn out to be the upside team (or should I say “tribe”?).

But I think we’d progress a lot faster if we were honest about upsides and downsides, and had the courage to stand up and say, “Yes, that downside is real; but it’s worth it.” I realize it’s not easy to tell a coal miner to his face that his job is obsolete and killing people, and I don’t really blame Hillary Clinton for being wishy-washy about it; but the truth is, we need to start doing that. If we accept that costs are real, we may be able to mitigate them (as Hillary plans to do with a $30 billion investment in coal mining communities, by the way); if we pretend they don’t exist, people will still get hurt but we will be blind to their suffering. Or worse, we will do nothing—and evil will triumph.

If we had range voting, who would win this election?

The nomination of Donald Trump is truly a terrible outcome, and may be unprecedented in American history. One theory of its causation, taken by many policy elites (reviewed here by the Brookings Institution), is that this is a sign of “too much democracy”, a sentiment such elites often turn to, as The Economist did in the wake of the Great Recession. Even Salon has published such a theory. Yet as Michael Lind of the New York Times recognized, the problem is clearly not too much democracy but too little. “Too much democracy” is not an outright incoherent notion—it is something that I think in principle could exist—but I have never encountered it. Every time someone claims a system is too democratic, I have found that deeper digging shows that what they really mean is that it doesn’t privilege their interests enough.

Part of the problem, I think, is that even democracy as we know it in the real world is really not all that democratic, especially not in the United States, where it is totally dominated by a plurality vote system that forces us to choose between two parties. Most of the real decision-making happens in Senate committees, and when votes are important they are really most important in primaries. To be clear, I’m not saying that votes don’t count in the US or you shouldn’t vote; they do count, and you should vote. But anyone saying this system is “too democratic” clearly has no idea just how much more democratic it could be.

Indeed, there is one simple change that would both greatly expand democracy, weaken the two-party system, and undermine Trump in one fell swoop, and it is called range voting. I’ve sung the praises of range voting many times before, but some anvils need to be dropped; I guess it’s just this thing I have when a system is mathematically proven superior.

Today I’d like to run a little thought experiment: What would happen if we had used range voting this election? I’m going to use actual poll data, rather than making up hypotheticals like The New York Times did when they tried to make this same argument using Condorcet voting. (Condorcet voting is basically range voting lite, for people who don’t believe in cardinal utility.)

Of course, no actual range voting has been conducted, so I have to extrapolate. So here’s my simple, but I think reasonably reliable, methodology: I’m going to use aggregated favorability ratings from Real Clear Politics (except for Donald Trump, whom Real Clear Politics didn’t include for some reason; for him I’m using Washington Post poll numbers, which are comparable for Clinton). Sadly I couldn’t find good figures on favorability ratings for Jill Stein and Gary Johnson, though I’d very much like to; so sadly I had to exclude them. Had I included them, it’s quite possible one of them could have won, which would make my point even more strongly.

I score the ratings as follows: Every “unfavorable” rating counts as a 0. Every “favorable” rating counts as a 1. Other ratings will be ignored, and I’ll add 10% “unfavorable” ratings to every candidate as a “soft quorum” (here’s an explanation of why we want to do this). Technically this is really approval voting, which is a special case of range voting where you can only vote 0 or 1.

Joe Biden and Elizabeth Warren aren’t actually running, but it would be great if they did (and of course people like them, what’s not to like?). Ben Carson does surprisingly well, which I confess is baffling; he’s a nice enough guy, I guess, but he’s also crazypants. Hopefully if he’d campaigned longer, his approval ratings would have fallen as people heard him talk, much like Sarah Palin and for the same reasons—but note that even if this didn’t happen, he still wouldn’t have won. Marco Rubio was always the least-scary Republican option, so it’s nice to see him come up next. And then of course we have Hillary Clinton, who will actually be our next President. (6th place ain’t so bad?)

But look, there, who is that up at the top? Why, it’s Bernie Sanders.

Let me be clear about this: Using our current poll numbers—I’m not assuming that people become more aware of him, or more favorable to him, I’m just using the actual figures we have from polls of the general American population right now—if we had approval voting, and probably if we had more expressive range voting, Bernie Sanders would win the election.

Moreover, where is Donald Trump? The very bottom. He is literally the most hated candidate, and couldn’t even beat Jim Webb or Rick Perry under approval voting.

Trump didn’t win the hearts and minds of the American people, he knew how to work the system. He knew how to rally the far-right base of the Republican Party in order to secure the nomination, and he knew that the Republican leadership would fall in line and continue their 25-year-long assault on Hillary Clinton’s character once he had.

This disaster was created by our plurality voting system. If we’d had a more democratic voting system, Bernie Sanders would be narrowly beating Joe Biden. But instead Hillary Clinton is narrowly beating Donald Trump.

Trump is not the product of too much democracy, but too little.

Super PACs are terrible—but ineffective

It’s now beginning to look like an ongoing series: “Reasons to be optimistic about our democracy.”

Super PACs, in case you didn’t know, are a bizarre form of legal entity, established after the ludicrous Citizens United ruling (“Corporations are people” and “money is speech” are literally Orwellian), which allows corporations to donate essentially unlimited funds to political campaigns with minimal disclosure and zero accountability. This creates an arms race where even otherwise-honest candidates feel pressured to take more secret money just to keep up.

At the time, a lot of policy wonks said “Don’t worry, they already give tons of money anyway, what’s the big deal?”

Well, those wonks were wrong—it was a big deal. Corporate donations to political campaigns exploded in the era of Super PACs. The Citizens United ruling was made in 2010, and take a look at this graph of total “independent” (i.e., not tied to candidate or party) campaign spending (using data from OpenSecrets):

It’s a small sample size, to be sure, and campaign spending was already rising. But 2010 and 2014 were very high by the usual standards of midterm elections, and 2012 was absolutely unprecedented—over $1 billion spent on campaigns. Moreover, the only reason 2016 looks lower than 2012 is that we’re not done with 2016 yet; I’m sure it will rise a lot higher than it is now, and very likely overtake 2012. (And if it doesn’t it’ll be because Bernie Sanders and Donald Trump made very little use Super-PACs, for quite different reasons.) It was projected to exceed $4 billion, though I doubt it will actually make it quite that high.

Worst of all, this money is all coming from a handful of billionaires. 41% of Super-PAC funds comes from the same 50 households. That’s fifty. Even including everyone living in the household, this group of people could easily fit inside an average lecture hall—and they account for two-fifths of independent campaign spending in the US.

Weirdest of all, there are still people who seem to think that the problem with American democracy is it’s too hard for rich people to give huge amounts of money to political campaigns in secret, and they are trying to weaken our campaign spending regulations even more.

So that’s the bad news—but here’s the good news.

Super-PACs are ludicrously ineffective.

Hillary Clinton is winning, and will probably win the election; and she does have the most Super-PAC money among candidates still in the race (at $76 million, about what the Clintons themselves make in 3 years). Ted Cruz also has $63 million in Super-PAC money. But Bernie Sanders only has $600,000 in Super-PAC money (actually also about 3 times his household income, coincidentally), and Donald Trump only has $2.7 million. Both of these are less than John Kasich’s $13 million in Super-PAC spending, and yet Kasich and Cruz are now dropped out and only Trump remains.

But more importantly, the largest amount of Super-PAC money went to none other than Jeb Bush—a whopping $121 million—and it did basically nothing for him. Marco Rubio had $62 million in Super-PAC money, and he dropped out too. Martin O’Malley had more Super-PAC money than Bernie Sanders, and where is he now? In fact, literally every Republican candidate had more Super-PAC money than Bernie Sanders, and every Republican but Rick Santorum, Jim Gilmore, and George Pataki (you’re probably thinking: “Who?” Exactly.) had more Super-PAC money than Donald Trump.

Indeed, political spending in general is not very effective. Additional spending on political campaigns has minimal effects on election outcomes.

You wouldn’t immediately see that from our current Presidential race; while Rubio raised $117 million and Jeb! raised $155 million and both of them lost, the winners also raised a great deal. Hillary Clinton raised $256 million, Bernie Sanders raised $180 million, Ted Cruz raised $142 million, and Donald Trump raised $48 million. Even that last figure is mainly so low because Donald Trump is a master at getting free publicity; the media effectively gave Trump an astonishing $1.89 billion in free publicity. To be fair, a lot of that was bad publicity—but it still got his name and his ideas out there and didn’t cost him a dime.

So, just from the overall spending figures, it looks like maybe total campaign spending is important, even if Super-PACs in particular are useless.

But empirical research has shown that political spending has minimal effects on actual election outcomes. So ineffective, in fact, that a lot of economists are puzzled that there’s so much spending anyway. Here’s a paper arguing that once you include differences in advertising prices, political spending does matter. Here are two papers proposing different explanations for why incumbent spending appears to be less effective than challenger spending:This one says that it’s a question of accounting for how spending is caused by voter participation (rather than the reverse), while this one argues that the abuse of incumbent privileges like franking gives incumbents more real “spending” power. It’s easy to miss that both of them are trying to explain a basic empirical fact that candidates that spend a lot more still often lose.

Political advertising can be effective at changing minds, but only to a point.

The candidate who spends the most usually does win—but that’s because the candidate who spends the most usually raises the most, and the candidate who raises the most usually has the most support.

The model that makes the most sense to me is that political spending is basically a threshold; you need to spend enough that people know you exist, but beyond that additional spending won’t make much difference. In 1996 that threshold was estimated to be about $400,000 for a House election; that’s still only about $600,000 in today’s money.

Campaign spending is more effective when there are caps on individual contributions; a lot of people find this counter-intuitive, but it makes perfect sense on a threshold model, because spending caps could hold candidates below the threshold. Limits on campaign spending have a large effect on spending, but a small effect on outcomes.

Does this mean we shouldn’t try to limit campaign spending? I don’t think so. It can still be corrupt and undesirable even if isn’t all that effective.

But it is good news: You can’t actually just buy elections—not in America, not yet.

The surprising honesty of politicians

The stereotype that politicians are dishonest is so strong that many people use “honest politician” as an example of an oxymoron. There is a sense that politicians never keep their campaign promises, so what they say is basically just meaningless noise.

This impression could scarcely be further from the truth. Politicians are quite honest, and they usually try to keep their campaign promises. On average, about 2/3 of campaign promises are kept. Most of those that aren’t are largely given up under heavy opposition, not simply ignored because they weren’t real objectives. Politicians are distrusted, while clergy are trusted—despite the fact that clergy quite literally make their entire career out of selling beliefs that are demonstrably false and in most cases outright absurd.

Along similar lines, most people seem to have an impression that democracy is largely a show, and powerful oligarchs make most of the real decisions behind the scenes—even Jimmy Carter has been saying this recently. While there is evidence that the rich have disproportionate power over politicians, this is largely only true of Republicans; and furthermore the theory that democracy is meaningless can’t explain two rather important facts:

1. Economic prosperity is strongly correlated with democracy—more strongly correlated than most economists believed until quite recently. Even the “Miracle of Chile” didn’t actually occur when Pinochet reformed the economy—it occurred in the 1990s, after Pinochet ceded power to a democratic government. Stronger democracy is also strongly linked to better education, though surprisingly has little correlation with inequality.

2. Democratic states almost never go to war with one another. Democracies go to war with non-democracies, and non-democracies go to war with one another; but with a few exceptions (and largely limited to young, unstable democracies), democracies do not go to war with other democracies.

If democracy meant nothing, and were all just a sideshow that the elites use to manipulate us, these results would simply be impossible. If voting did not actually shape policy in some fashion, policy outcomes for democracies and non-democracies would have to be identical. In fact they are wildly different, so different it’s actually kind of hard to explain. Apparently similar policies simply seem to work better when they are implemented by democracies—perhaps because in order to be passed in the first place they must have a certain amount of buy-in from the population.

In fact, politicians are more honest than we’d expect them to be based on the incentives provided by elections—they seem to either be acting out of genuine altruism or to advance their reputation in other ways.

Neoclassical economic theory actually has trouble explaining why politicians are so honest—which may have something to do with the fact that politicians who were trained as neoclassical economists are more likely to be corrupt. A similar effect holds for undergraduate students in experiments. Teaching people that human beings are infinite identical psychopaths seems to make them behave a bit more like psychopaths! (Though some of this may also be selection bias: Psychopaths may find economics appealing either because the ideology justifies their behavior or because it’s a pretty lucrative field.)

Part of this false impression clearly comes from the media, and from politicians slandering each other. Hillary Clinton has an almost impeccable fact-check rating—comparable to or arguably even better than Bernie Sanders and John Kasich, both of whom have majority “Mostly True” or “True” ratings. All three are miles ahead of Donald Trump and Ted Cruz, both of whom are over 60% “Mostly False”, “False”, or “Pants on Fire” (the latter is 18% of what Donald Trump says). And yet, Hillary Clinton is widely perceived as dishonest and Donald Trump is widely perceived as “speaking his mind”. Maybe people think Trump is honest because he keeps saying he is. Or maybe it’s because he’s honest about his horrible motivations, even though he gets most of the facts wrong.

These facts should give us hope! Our votes are not meaningless, and our voices do make a difference. We are right to be obsessed with keeping our politicians honest—but it’s time we recognize that it’s working. We are doing something right. If we can figure out what it is, maybe we can do even better.The last thing we want to do right now is throw up our hands and give up.
